Human Rights Fund

The Human Rights and Governance Grants Program supports more than 100 human rights–related organizations across Central and Eastern Europe and the former Soviet Union and Mongolia from its Human Rights Fund.
The mission of the Human Rights Fund is to ensure that there is at least one mainstream human rights advocacy NGO in each state of the region, capable of alerting the public to, and promoting government accountability for, human rights abuses through monitoring, litigation, and advocacy. Where such organizations exist, the fund provides both institutional and project support. In countries where national organizations do not exist, the Human Rights and Governance Grants Program takes a proactive approach to identifying partner organizations with which to cooperate on rights-related monitoring and litigation on the ground.
The fund supports organizations promoting political and civil rights at the local, national, or regional level. It also provides funding to several international organizations working in the region. Funding is principally targeted towards groups working on fundamental rights issues. The program also funds a number of specialized organizations working in critical areas such as the rights of Roma; detainees; women; the lesbian, gay, bisexual and transgender (LGBT) community; and people with mental disabilities.

From civil society to culture: 40 projects selected under Anna Lindh Foundation's Call for Proposals 2012

Forty projects covering themes from cultural dialogue, democracy and gender, to circus arts, dance and literature across the Mediterranean, have been selected for the first round of the Anna Lindh Foundation’s Call for Proposals programme for 2012.
The Anna Lindh Foundation’s Calls for Proposals are one of the instruments to support the development of transnational civil society projects and to mobilise the National Networks. This mechanism contributes to the unique character of the Foundation as a meeting point for civil societies from both sides of the Mediterranean.
Anna Lindh Foundation for Inter-Cultural Dialogue promotes knowledge, mutual respect and inter-cultural dialogue between the people of the Euro-Mediterranean region, working through a network of more than 3,000 civil society organisations in 43 countries. Its budget is co-funded by the EU (€7 million) and the EU member states (€6 million). Strategic Comparison Of Moldova’s Integration Options

This paper was developed for analyzing and comparing the economic impact of the two main integration options which Moldova has: 1) enhancing the economic integration with the European Union by establishing a Deep and Comprehensive Free Trade Area and 2) joining the Russia-Belarus-Kazakhstan Customs Union.
The analysis is based on the results of economic simulations performed using a Computable General Equilibrium (CGE) model. The simulations performed show that enhancing trade integration with the EU is by far a more preferred option in terms of economic impact than the accession to the Customs Union of Russia-Belarus-Kazakhstan.

Social Diplomacy: "Engaging the Arab World through Social Diplomacy"

We recommend you the following useful publication devoted to Social Diplomacy and the Arab World by Rianne van Doeveren.

As the winds of change sweep through the Middle East and North Africa (MENA), Western governments need to reconsider their public diplomacy strategies in order to jump through this window of opportunity and improve their relationships with the people, not just with governing elites and their associates. This Clingendael Paper aims to contribute to this goal by addressing the challenges and opportunities for Western countries in the light of current fundamental shifts. For public diplomacy to be legitimate and effective, the paper argues, it has to serve a broader purpose than narrow national interests. This has become most apparent in the Arab world, where the West needs public diplomacy most but where it finds it hardest to pursue. Meanwhile, new actors, most notably from civil society, have emerged on the scene. They have proven much more effective in fostering relationships, containing crises and improving mutual understanding in a process that can be called social diplomacy. This paper takes the first steps in combining public and social diplomacy approaches in a customized approach to the MENA region, as much by conceptual clarification as by making recommendations for Western governments.

Conchita Poncini Jimenez International Human Rights Fellowship

The International Federation of University Women (IFUW) is proud to announce the Conchita Poncini Jimenez Human Rights Fellowship promoting the use of human rights instruments and agreements for the advancement of women and girls. The award is named in honour of Conchita Poncini Jimenez, IFUW Representative to the United Nations from 1994-2011.

From her professional career with the International Labour Office from 1964-1994, to her active volunteer work with IFUW from 1994 until her death from cancer in 2011, Conchita spent her life fighting for gender equality and women’s empowerment.   She was a leader in the campaign to have women’s rights recognized as human rights and lobbied continuously against violations and practices that threaten the rights and lives of women and girls throughout the world.

Up to 70% of the world’s women will experience violence in their lifetime.  Up to 800,000 persons are trafficked across international borders annual, the vast majority of them women and girls.  Three million girls per year are thought to be at risk of genital mutilation.  Only one country out of three has reach gender parity at both the primary and secondary school levels.  These are but a few of the stark statistics on violations of women’s human rights taking place throughout the world.

European Training Foundation meets partners to discuss regional project on continuing vocational training

The role of social partners, quality of training and effective funding mechanisms emerged as the key issues when the European Training Foundation (ETF), an EU agency, and its partners met in Tallinn, Estonia, to discuss and review the findings of the regional project on continuing vocational training (CVT) in Eastern Europe. The three-year project, launched in 2011, aims to strengthen the role of CVT in the context of socioeconomic challenges faced by Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine.
According to an ETF press release, participants agreed that the role of social partners (employers and in particular trade unions) should be further enhanced to improve CVT policies. Moreover, adopting special legislation on CVT and adult learning is important to universalise access to lifelong learning, while giving more chances to higher risk groups (e.g. low skilled or elderly) to take part in continuing education and training. The participants found the Estonian example in this field very useful. They agreed that international cooperation and sharing experience, as facilitated by the ETF, is crucial in facing the challenges in all these areas.

Moldova’s Political Self and the Energy Conundrum in the Context of the European Neighbourhood Policy

Abstract: This article employs a method of discourse analysis from a social constructivist perspective to evidence the emergence and stabilisation of a discourse of sovereignty in Moldova over the last decades. Within this context, it also explores the meaning of Transnistria and energy security for Moldova’s political ontology. The argument builds on the premise that the discourse of sovereignty signals a collective Moldovan subjectivity expressing its standing in the regional context. The main hypothesis tested is that, if determined to opt decisively between East and West, Moldova may choose the path of European integration even at the expense of renouncing sovereignty over Transnistria.

Call for Applications IAPSS Think Tank

Topic: The rise of the BRICS and the changes on the International scene
During the last decade, the world has seen a quick, steady rise of the BRICS (Brazil, Russia, India, China and most recently South Africa). Together, according to BBC, the five countries alone account now for nearly 14,6% of the World’s GDP. Their rise in economic terms has led to a rise in the political arena as well; today, a new multi-‐polar system has emerged due to the BRICS rising influence. What is more, three of the mentioned countries possess nuclear power (Russia, India and China).
Developed countries are hence no longer the sole actors in the international scene. In such case, their foreign policy must adapt to the new international structure. What should be the new main goals driving the relations between long established developed countries and the emerging ones? How to tackle the differences caused by the BRICS rise?

Minorities, Nations and Cultural Diversity The Challenge of Non-Territorial Autonomy, 9-10 November 2012, Queen’s University, Belfast, Northern Ireland

The European Centre for Minority Issues (Flensburg, Germany), jointly with The School of Politics, International Studies and Philosophy at Queen’s University Belfast, and the Department of Central & Eastern European Studies, University of Glasgow call upon interested scholars to participate in a multidisciplinary conference on the challenges of Non Territorial Autonomy (NTA) in a world of nation-states.
Cultural diversity is the norm in a world of nation-states. A recurrent problem is how to organise what are in fact, multi-ethnic and multi-nation states so that majorities and minorities are able to coexist and effectively participate in the life of the state, bolstering allegiance without suffering cultural alienation and without resorting to territorial secession. Multicultural liberal democracies sincerely champion equality and individual human rights, but often have considerable difficulties in accommodating culturally diverse minority communities. Territorial representation is only possible when minority communities inhabit a compact territorial space, yet in the majority of cases, minority communities do not reside compactly, making any territorial representation impossible. This situation often causes intractable problems for the functioning of democratic polities, and requiring modalities of non-territorial autonomy (NTA) as a solution.

Call for Chapters

Full Chapters Due: September 15, 2012
Submission Date: February 15, 2013
Introduction
As the social networking websites extended into the daily lives of our students, several questions have arisen about their effects on our students, schools, and learning and teaching processes. Among these questions, how the students’ learning is affected from their existence on social networks is one of the most important issues. Therefore, educators must pay attention to the latest developments around social networking for facilitating students’ learning. Likewise, by using social technologies, we can extend the borders or effect area of tertiary education, even in a form of ‘on the job trainings’ (Huijser, 2008).  As a new trend, many companies have initiated blended learning activities on social networking websites as an alternative to traditional classroom instruction. As a supplementary to formal learning activities, companies offer online referencing systems with the facilitation of online coach or mentors via social networking websites (Brandon, 2010).

European Commission: Public consultation on the revision of visa and residence permits including visa for volunteers

Teaser :
Migration policy, including procedures on visas and residence permits, plays an important role in enabling the access of non-EU students, researchers as well as volunteers into the EU. The European Commission is now launching a public consultation on the revision of Students and Researchers Directives open to individuals/organisations all over the world.
News :
Migration policy, including procedures on visas and residence permits, plays an important role in enabling the access of non-EU students and researchers into the EU. Migration policy is also crucial to define the rights of non-EU nationals and ensure their fair treatment once they reside in the EU.
Currently, there are specific legal rules at EU level on how students and researchers from outside the EU can come to the EU and move between its Member States if the relevant period of study or research exceeds three months. To some extent these rules cover also school pupils, volunteers and unremunerated trainees.
The European Commission is looking at whether these rules need to be improved and if so, in what way.
This exercise started in 2011 with an assessment of how these rules are implemented (Directive 2004/114/EC; Directive 2005/71/EC) and how they fulfil their potential.
The European Commission is now launching a public consultation on the revision of Students and Researchers Directives open to individuals/organisations all over the world. The corresponding on-line questionnaire is accessible via this link
The results of the consultation – which will be open for 12 weeks - will feed into the Impact Assessment on the revision of the two Directives.
The deadline to respond is 23 August, however, given the tight time-table for the revision process any responses received within 6-8 weeks from now would be particularly appreciated.

Challenges of the international migration in Europe

Organized by Regional Studies Department, Faculty of Public Administration, University of Economics, Prague, Czech Republic and Youth Included, Non-Governmental Organization, Prague, Czech Republic
    5-6 October 2012
    Venue:
University of Economics, Prague, Czech Republic
Through the ages migration has been essential for the human development and integration processes all over the world. However, extensive discussion is taking place in regards to the limitation of migration processes in connection to the failures of multicultural policies and integration schemes.  It should be understood, that "integration" or "adaptation" process are always unique in terms of the hosting country government policies, mentality of "integrated" and local  people, level of "tolerance" in the society, migrants' ability to adopt new culture and traditions, etc.
The conference has been conceived to take a look at migration from the different perspectives: from the historical point of view - in regards to the specific attributes of the European migration, from the cultural point of view - in regards to the specific nature of adaptation/ integration processes; from the security point of view - in terns of possible threats brought by the migration flows; from the geopolitical point of view - looking for the ties between migration and geopolitical issues.

Call for Chapters: Cases on Social Networking Websites for Instructional Use

    Editors
Hasan Tinmaz (Istanbul Kultur University, Turkey)
    Call for Chapters
Proposals Submission Deadline: July 15, 2012

Executive summary report : seminar ‘Empowerment of youth organisations and youth-led civil society initiatives in the South-Mediterranean framework’

The majority of the 60 participants were young leaders from Southern Mediterranean countries, -mainly Tunisia, Egypt and Morocco -, as well as multipliers of European youth organisations, representatives of the organisers and other stakeholders (UNFPA,Anna-Lindh Foundation).

Main aim of the seminar was to provide youth non-governmental organisations and stakeholders with the opportunity to reflect upon recent developments and their implications as regards the empowerment and participation of young people. At the same time, the seminar was seen as the first step of a renewed youth policy cooperation taking into account the window of opportunity resulting from political changes in the aftermath of Arab spring in a number of countries.
