Publication: The conceptual architecture of Turkish foreign policy: An update in light of regional turbulence

This document examines the way in which Turkish foreign policy has adapted to a turbulent regional context. The author carries out this examination by reviewing some of the concepts that are commonly used in political discourse and academic analysis on this country’s foreign policy. The lexicon of Turkey’s current foreign policy reflects the systemic changes made since the end of the Cold War, as well as the doctrinal contributions of Ahmet Davutoğlu, the current foreign affairs minister. This evolution took place at a time in which Turkey has made great efforts to improve its relations with its neighbours and to diversify its priorities in terms of international alliances. The speed and virulence with which the regional context is evolving – especially since the Arab spring and the conflict in Syria – has forced Turkey’s diplomacy to revise not only its priorities but also its conceptual architecture.

A bird’s eye view of the region illustrates the degree of democratization in these three scenarios.

Op-Med is an ongoing series of opinion pieces on topical issues in Mediterranean politics from a transatlantic perspective. The series brings together European, North American, and southern Mediterranean experts through the German Marshall Fund - Istituto Affari Internazionali strategic partnership. The series examines key questions surrounding the political, societal, and economic evolution of specific Mediterranean countries

Erasmus Mundus is a European Union cooperation and mobility programme in the field of higher education. It aims to promote the European Union worldwide as a centre of excellence for learning and education. 

What courses it is available?

Brief Description
A total of about 11,000 Erasmus Mundus scholarships are awarded. Graduates taking part in one of the selected Erasmus Mundus Master’s degree course programmes or academics teaching in one of the programmes can apply. Erasmus Mundus is intended both for nationals of non-EU countries doing a European Master’s course and for EU citizens, who will spend up to 3 months studying at a partner university in a third country.

EuroMed: The Arab Institute for Youth Policy Making

Today we would like you to introduce our friendly organization from EuroMed region and tell some words about their activities and work agenda. 

In the light of the recent Arab uprisings which spanned throughout the Arab World, toppling Presidents and overthrowing regimes, it became critical for each and every country to adopt a new approach towards policy making and legislation. Leading a nation is not the sacred privilege of a certain government or party, but as it proved to be during the last years’ revolutions, is a consensual and cooperative effort which includes the vast array of the political and the social spectrum of the nation. Part of the groups, which in the past neglected, has strongly affirmed its say through a massive campaign and an active involvement in the recent uprisings: Youth!

Youth have been side lined in favor of a closed and elitist branch of the Arab society, thus having no say in how the country operates or what the government priorities should be in the different social, economic and political domains.

Abstract:

This article looks at the first decade of the European Union’s (EU) neighborhood policy vis-à-vis its Eastern neighbors. In this period, the EU undoubtedly developed and intensified its relations with most of its eastern neighbors, but has hardly managed to ‘change’ them or significantly alter the course of their development. The article looks into the successes and failures of the EU. It argues that in the last decade the degree of interdependence in trade, security and political domain between the EU and its neighbors increased dramatically. This made the EU become more involved than ever in the political developments in its neighborhood. However the EU has not succeeded in turning its growing political and economic presence into power, i.e., the ability to achieve what it wants. The reasons for this include the political centralization among most of EU’s eastern partners; the fact that these states did not commit to pro-EU policies, choosing instead ‘multi-vector’ foreign policies; and the fact that the European Neighbourhood Policy (ENP) was a third-tier priority for the EU.

The Bavarian Ministry for Science, Research and Art will sponsor scholarships for the academic year 2013/14. Graduates from Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia and Ukraine are eligible to apply. The scholarships are meant to finance doctoral or postgraduate studies at Bavarian universities. One year scholarships can be extended twice for up to 3 years. The scholarship is paid out monthly (700 €) and amounts to 8400 € per year. Students with children or an unemployed partner and at least one child receive 860 € per month, which amounts to 10320 € per year. Candidates should send their documents to the address specified in the application forms.

Stavros Lambrinidis appointed first EU Special Representative for Human Rights

On a proposal by Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy/Vice President of the European Commission, the Council today appointed Stavros Lambrinidis as EU Special Representative (EUSR) for Human Rights. Mr Lambrinidis will take office on 1 September, with an initial mandate running until 30 June, 2014. His role will be to enhance the effectiveness and visibility of EU human rights policy. He will have a broad, flexible mandate, giving him the ability to adapt to circumstances, and will work closely with the European External Action Service, which will provide him with full support.
EU High Representative Catherine Ashton said: "I am delighted to appoint Stavros Lambrinidis as the first EU Special Representative for Human Rights. Human rights are one of my top priorities and a silver thread that runs through everything that we do in external relations. This is therefore a key portfolio for the European Union and for me personally. With his talent and huge experience, Mr Lambrinidis will be a tremendous asset to us. I look forward to working with him in putting the protection and promotion of human rights and democracy at the heart of EU external action, and enhancing the coherence, effectiveness and visibility of our work in this field."

U.S. Financial Support for Democratic Transition in the Middle East

Currently, a key question for U.S. policymakers is how to engage with and/or support new governments in Egypt, Libya and Tunisia. For those of you interested in the topic of U.S. foreign assistance to the Middle East, I strongly recommend a new Project on Middle East Democracy (POMED) paper, The Federal Budget and Appropriations for Fiscal Year 2013: Democracy, Governance, and Human Rights in the Middle East and North Africa. The paper, written by Stephen McInerney, the executive director of POMED, goes deep into the details of and issues surrounding the Obama administration’s FY 2013 budget request for foreign aid to MENA countries. Some key points from the report include the following:
  • Country by country, Tunisia, Libya, and Yemen are the biggest recipients of increases in U.S. aid. Levels of aid to other countries remain about the same. The administration’s proposed $770 million Middle East and North Africa Incentive Fund, which, among other things, will “encourage political and economic reforms by rewarding governments that propose specific reform initiatives”—is a centerpiece of the FY 2013 budget. Although this FY 2013 budget is a 11.6 percent funding increase from the FY 2012 budget, the increase is only 3 percent in the absence of the Incentive Fund.

Our White Sea IV: Youth participation in and throughout NGOs in the EuroMediterranean context

The title of the meeting originated from the name attributed to the Mediterranean Sea by the Islamic World; Our Middle Sea and the by Romans; Mare Nostrum. The title itself reflects a blend of culture, ideas and traditions, which depicts the ideal scenario of the overall purpose of "Our White Sea IV".
The meeting is an unique opportunity to meet with colleagues in youth field from programme and Meda countries, to discover and discuss the challenges of youth participation in and throughght NGOs within EuroMed context.
Networking between organizations should be encouraged in order to proffer young people with opportunities to actively participate; thus stimulating initiative, innovation and entrepreneurship. Therefore, the event shall generate an environment to facilitate NGOs networking that supporting NGO capacity building in region.

Description

Youth NGOs are invited to apply to a special call for pilot projects to be funded by the  European Youth Foundation.
The call aims at supporting projects in the framework of the Council of Europe’s flagship project on Young People Combating Hate Speech On-line, which will be run by the youth sector between 2012 and 2014. The project aims to combat racism and discrimination in their on-line expression of hate speech by equipping young people and
youth organisations with the competences necessary to recognize and act against such human rights violations. In this framework, a European-wide campaign against hate speech on-line will be running in 2013 aiming to motivate, engage and mobilise young people and youth organisations to take action against hate speech online.
In this framework, two types of projects can be supported by the European Youth Foundation:

I. Projects aimed at the creation of Partnerships for national “campaigns”
II. Capacity-building workshops for multipliers and activists

Алексей Громыко: Еврозона сохранится в своем нынешнем виде

- Алексей Анатольевич, сегодня в средствах массовой информации много говорится о греческом кризисе и об угрозе распространения финансовых проблем на Испанию, Италию и ряд других стран. Как экономический кризис повлияет на отношения Евросоюза и России, какие возможности появляются в наших отношениях?

- Действительно, проблема Греции уже давно перестала быть проблемой только этой страны - экономический кризис продемонстрировал слабые стороны европейской интеграции в целом. Многие не воспринимали сложившуюся в Греции ситуацию всерьез: доля Афин в ВВП Евросоюза составляет всего 2-2,5%, и даже гипотетический выход Греции из Еврозоны не должен был бы привести к катастрофическим последствиям. Однако если рассмотреть кризис как некое звено в цепи, то проблемы приобретают гораздо больший масштаб, чем может показаться на первый взгляд.
Кроме того, прежде чем проблемы так называемого суверенного долга во всей полноте проявились в Греции, они назревали в течение двух лет, и Греция, как мы знаем, была не первой страной, которой потребовалась помощь от различных финансовых структур – как уже существовавших, так и специально созданных в Евросоюзе в последние годы для спасения стран-членов от банкротства. Средства помощи выделялись и Ирландии, и Португалии, и другим странам, например, Венгрии, Латвии. Сейчас финансовый кризис распространяется на более крупные государства Евросоюза, в отношении которых уже никто не сможет сказать, что они несущественны для фундаментальных принципов работы ЕС. Это и Испания, и Италия, про Испанию в последнее время мы говорим особенно много, но есть такая магическая цифра 7%.

Тезисы по внешней политике России (2012-2018 гг.)

Цель предлагаемых Тезисов - дать обзор нынешнего международного положения Российской Федерации, суммировать угрозы и вызовы, с которыми сталкивается страна, сформулировать приоритеты внешней политики России на предстоящие шесть лет (2012-2018 гг.). И на этой основе предложить некоторые практические шаги для решения внешнеполитических задач на ключевых направлениях.
Тезисы призваны содействовать началу плодотворной экспертной дискуссии о путях развития внешней политкии на ближайшую и более отдаленную перспективу. Такая дискуссия актуальна, поскольку Россия вступает в новый политический цикл, во время которого ей придется осуществлять социально-экономическую и политическую модернизацию на фоне стремительно меняющейся внешней среды.

Course Description:

This course is designed for young people aged 18-30 who are actively involved in making a difference in their communities.The course aims to help its participants learn about theUN’s 8 Millennium Development Goals (MDGs), their specific targets, and their importance as a framework for global development. The course will then focus onhow young people can work towards contributing to the MDGs, what can be done locally, and the potential for young people to make a difference. The course will be led by young professionals from UNDP and UNFPA and will also draw onlocal experts from UNDP and other UN organizations and will combine theoreticaland practical knowledge. The course will be restricted to 25 participants chosen by application – preference is given to participants who are active in their communities and who intend to use the course material tohelp them make a difference in their communities. Participants must be able toattend all sessions of the course and complete homework tasks in order to obtain a certificate of completion. Participants must alsohave regular internet access (at least 5 hours per week) to join course sessions. Students who may also be disadvantaged are also encouraged to apply.

Workshop theme and questions

Identity, Religion and Ethnicity are three terms interrelated and become all important issues in the European Union and its neighbourhood. The socio-economic transformations of societies resulting from immigration and emigration of people, mindsets, symbols are forcing the change on identity and citizenship relations. Today, a high degree of human mobility, telecommunications have contributed to the new understanding of citizenship as a mode of identity in relation to national identity, ethnicity, religion and social movements. Belonging to an ethnic-religious group and consequent features are increasingly either blurred or strengthened in the new national and international contexts. The motivations and modes of belonging and identifying are much more diverse. It is therefore useful to explore relatively new patterns of the interactions between religion, identity and ethnicity issues. As noted “ethnicity, and nationality” are not only concepts in the world but they are ways of perception of that world. They are ways of understanding and identifying oneself, making sense of one’s problems and predicaments, identifying one’s interests, and orienting one’s actions. They are also ways of recognizing, identifying, and classifying other people, of construing sameness and difference, and of “coding” and making sense of their actions” (Brubaker, Loveman, and Stamatov 2004). The workshop proposes to analyse the relation between these three notions interconnected in different political, cultural and economic cases to understand also some challenges and pitfalls in a pluralalistic societies.

Call for applications: Sustainable Cultural Diversity: 2012 Intercultural Innovation Award

NEW YORK/MUNICH —The BMW Group and the UN Alliance of Civilizations (UNAOC) are inviting organizations to apply for the Intercultural Innovation Award. Grassroots initiatives that are promoting intercultural understanding and cooperation in new and sustainable ways shall be recognized.

The Intercultural Innovation Award is a partnership between the BMW Group and the UN Alliance of Civilizations (UNAOC), a special project of the UN Secretary-General. 

Both BMW Group and the UNAOC favor projects that are sustainable, make a long lasting impact and have the potential to benefit the widest possible audience. An international jury of scholars and experts from different regions of the world will assess this year’s applications to ensure that winning projects are innovative and impactful. Five top winners will be announced at an awards ceremony that will take place at the 5th Forum of the UNAOC in Vienna, Austria in February 2013.

In addition to a monetary prize winners will benefit from support and consulting services from the UNAOC and the BMW Group over the course of a year. The help provided is individualized to the specific needs of winners, and includes outreach and communications support, fundraising, or networking with funders and sponsors.

Euro-Mediterranean policies in the light of the Arab Spring: full content of latest Euromed Survey available online

The third edition of the yearly Euromed Survey, produced by the European Institute of the Mediterranean (IEMed) in the framework of the EU-funded programme “Promoting mutual awareness, understanding and cooperation between the EU and the European Neighbourhood region (South)”, is now available online. 

The publication includes a descriptive report of the results on a thematic basis, which covers the following issues: 
  • National politics and Euro Mediterranean relations after the “Arab Spring”; 
  • EU response to changes in its neighbourhood; 
  • Euromed policies in regards to political and security cooperation. 
  • It also offers a prospective outlook and policy recommendations and is complemented with qualitative reports drawn from the results and trends observed in the results of the Survey.

There are 12 qualitative reports, including 'The Arab Spring and the External Actor’s Role within the Euro-Mediterranean Region' by Helle Malmvig and Fabrizio Tassinari; 'Euromed Political and Security Cooperation: A Normative Perspective', by Annette Jünemann; or 'The Arab Spring, the EU and the Tension of Opposites' by Hanaa Ebeid.

A synthesis of the results was presented on 6 June in the European Parliament, at an event presided by the European Commissioner for Enlargement and European Neighbourhood Policy, Štefan Füle.

The Euromed Survey, which collected responses from December 2011 to January 2012 from nearly 700 experts and politicians from both sides of the Mediterranean, highlights the progress and shortcomings of the EU's Mediterranean policy and the Union for the Mediterranean, the implications of the Arab Spring on the region and likely future scenarios. На новый уровень выйдут дискуссии по управлению Интернетом и кибербезопасности.
Стажировка в ПИР-Центре открывает молодым ученым отличные возможности для реального участия в аналитической подготовке и освещении ключевых процессов международной безопасности. В рамках программы стажировок ПИР-Центр активно привлекает молодых талантливых специалистов из высших учебных заведений и исследовательских организаций для реализации научного потенциала, что в дальнейшем позволяет им занять достойное место среди экспертов в области международной безопасности.

"Capturing the Mountain" – A Turkish–Armenian Dialogue Project Phase I – June 2012


Turkish Policy Quarterly (www.turkishpolicy.com) and Imagine Center for Conflict Transformation (www.imaginedialogue.com) brought together a group of Armenians and Turks on 8 -14 June 2012 in Gudauri, a mountain resort in Georgia, with support from the Black Sea Trust for Regional Cooperation - A program of the German Marshall Fund of the United States.
After a call for applications process, 12 participants (six Turkish citizens of diverse backgrounds and six Armenians, including diaspora from a range of countries) were selected, in consideration of gender balance, age, and personal experiences relevant to various angles of Turkish-Armenian relations.
During the seven days spent in Gudauri, under the guidance of three professional facilitators (Armenian, Turkish and American), the participants engaged in intensive dialogue sessions in which they discussed the history and the present day relations between Turks and Armenians, developing a more multi-layered understanding of the formation of collective memory, the assumptions shaping bilateral communication, and the current challenges faced in the two nations' dialogue. Before and after each session, the group also engaged in indoor and outdoor team building activities aiming to facilitate the dialogue and foster mutual understanding – including a hike to the top of a mountain in Gudauri The group "captured" scenes and perspectives throughout the dialogue program on film. Tentative plans were made for a joint hike to the summit of the symbolically significant Mount Ararat/Agri Dagi in the summer of 2013.

Imagine Center for Conflict Transformation is an independent, non- political organization, dedicated to positively transforming relations and laying foundations for lasting and sustainable peace in conflict-torn societies, with particular expertise in the South Caucasus.

Series of youth policy reviews: Call for international advisors and lead researchers

The Open Society Youth Initiative (OSYI) started a pilot program to research and analyze public policies affecting youth in 2010. The first round of policy reviews has come to a close. The second round of reviews will kick off in June 2012 with the recruitment of the international advisors, lead researchers and country research teams. It is for this second round that we seek consultants to support the policy reviews as international avisors and youth researchers to support the policy reviews as lead researchers of national research teams. The deadline for applications is July 31, 2012.

Many countries have stated their youth policies, but are they executing them? Do these policies allow young people to achieve their rights? How do specific youth policies interact with broader policies that pertain to young people, and what are the results? How can young people get their fair share of policy attention and resources?
In light of these questions, the Open Society Youth Initiative (OSYI), which promotes youth advocacy and participation in all aspects of their communities, started a pilot program to research and analyze public policies affecting youth in 2010. The project’s main aim was to contribute to the elaboration of evidence on which young people and supporting institutions, such as the Open Society Foundations (OSF), can advocate not only for the adoption of sound national and international youth policies, but for their implementation. It further aimed at providing youth civil society and supporting organizations with what they need for holding governments and international institutions accountable to the promises they make to young people.

Лукаш Граевский: Давайте подумаем, пока у нас еще есть время

Стало модным критиковать программу «Восточного партнерства», понимаемую в качестве общей политики, проводимой Европейским союзом по отношению к шести государствам Восточной Европы. Еще год назад, во время проводимых интервью, недовольство из политиков и деятелей, с которыми беседовал, выходило после выключения диктофона. Теперь на вопрос «Что с Партнерством?», ответом остается только жест разведенных от бессилия рук.

Предполагаемая a priori  неудача программы «Восточного партнерства» имеет свои объективные причины. Кризис внутри ЕС это не коллективные галлюцинации, а реальная угроза распада зоны евро, занимающая большую часть времени и энергии политиков из государств ЕС. Дело также в том, что страны-партнеры с точки зрения внутреннего состояния демократии и того, что англичане уже в начале XVII века назвали термином «rule of law», остановились в своем развитии. В мае 2009 года, когда в Праге состоялась инаугурация программы, в Украине, еще руководимой Виктором Януковичем, хотя и погрязшей в политическом тупике и экономической пропасти, не было политических заключенных и скандалов, связанных со снижением демократических стандартов. В то же время в Беларуси продолжалась либерализация и усиление контактов с Европейским союзом, чего добился тогдашний глава дипломатии ЕС Хавьер Солана в результате переговоров с Александром Лукашенко. Грузия, когда появлялось «Восточное партнерство», была все еще отуманена проигранной войной в Южной Осетии. Это, по крайней мере на официальном уровне, приводило к коллективной солидарности государств ЕС с Грузией и было одним из поводов запуска «Восточного партнерства».

Господин Шульц, в последнее время Вы часто выступали за укрепление гражданского общества в России. Что Вы думаете о законопроекте, который обязывает все НКО, получающие финансовую поддержку из-за границы, записаться в „иностранные агенты“?

Я просто в ужасе от того, насколько радикально ограничиваются гражданские свободы и права в сегодняшней России. Какое-то время казалось, что Путин сделает шаг навстречу митингующим и поддержит диалог с ними. Лично у меня всегда были сомнения на этот счет. Но сейчас ситуация развивается по гораздо худшему сценарию, чем я мог себе представить. Те маленькие достижения протестного движения, завоеванные начиная с конца прошлого года, сведены на нет в результате новых ограничений. И ужасней всего, что эти законы принимаются Думой, которая сама по себе нелегитимна. Мы все знаем, что абсолютное большинство «Единой России» было достигнуто нечестным путем. Несмотря на это законы такого рода поспешно принимаются и без всякого угрызения совести. Свобода собрания ограничена, НКО дискредитированы. Что последует за этим?

Cooperation on migration: €5 million EU-funded project sets out objectives at opening conference

The EU-funded Euromed Migration III project has held its regional opening conference, setting out a series of activities that the project aims to pursue. The project seeks to foster cooperation on migration issues between Southern Mediterranean country partners and EU member states, as well as between Southern Mediterranean countries themselves, and to help partner countries find solutions to the various forms of migration.

At the conference, the Team Leader, Mr. Kacim Kellal, presented a work plan for Euromed Migration III. He explained that the project will put in place a number of activities and tools, including short-term technical assistance, the development of migration profiles and labour migration studies. The project will also focus on a tailor-made training programme on irregular migration, legal migration and migration and development, for which there will be a series of peer-to-peer high-level meetings.

Blogs and Bullets II: New Media and Conflict after the Arab Spring

Summary

  • An extraordinary wave of popular protest swept the Arab world in 2011. Massive popular mobilization brought down long-ruling leaders in Tunisia and Egypt, helped spark bloody struggles in Bahrain, Libya, Syria, and Yemen, and fundamentally reshaped the nature of politics in the region.
  • New media—at least that which uses bit.ly linkages—did not appear to play a significant role in either in-country collective action or regional diffusion during this period.
  • This lack of impact does not mean that social media—or digital media generally—were unimportant. Nor does it preclude the possibility that other new media technologies were significant in these contexts, or even that different Twitter or link data would show dif­ferent results. But it does mean that at least in terms of media that use bit.ly links (especially Twitter), data do not provide strong support for claims of significant new media impact on Arab Spring political protests.
  • New media outlets that use bit.ly are more likely to spread information outside the region than inside it, acting like a megaphone more than a rallying cry. This dissemination could be significant if it led to a boomerang effect that brought international pressure to bear on autocratic regimes, or helped reduce a regime’s tendency to crack down violently on protests.

RFP: UC Berkeley Scholars Workshop - October 28 – November 10, 2012


The Institute of Slavic, East European, and Eurasian Studies (ISEEES) at the University of California, Berkeley (UCB), in collaboration with the Centre for Advanced Studies and Education (CASE) at the European Humanities University (EHU) and the Caucasus Research Resource Centers (CRRC), is soliciting proposals from scholars in the social sciences and history from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine to participate in a two-week workshop at UCB from October 28 to November 10, 2012. The workshop is funded by a generous grant from the Carnegie Corporation of New York.

A total of four scholars (“Carnegie Fellows”) will be brought to UCB for an intensive review of key literature, theoretical approaches, and methods employed in a particular field of scholarship (the “field theme”). Each Carnegie Fellow will work with a paired UCB faculty member and graduate student with knowledge of the Carnegie Fellow’s field theme to develop undergraduate and/or graduate syllabi and teaching materials, explore innovative teaching and research techniques and technologies, and prepare a field survey (with a literature review) for use by other Carnegie Fellows and scholars from the region. The language of the workshop will be English.

Dagestan exposition presented in the Museum of Rostov-on-Don

Makhachkala, July 11, 2012. Rostov Regional Museum of Fine Arts hosts an exhibition dedicated to the culture of the peoples inhabiting Don Region. The exposition of Dagestan, prepared and organized by the permanent representation of the Republic of Dagestan in Rostov region, has also been presented in Museum. 

"The exhibition will be constantly updated. First there have been exhibited the objects of everyday life and culture of the largest diasporas and expatriates' communities whose sustainable settlement in the region has centuries and even millennia – long history.

At the official opening ceremony organizers appreciated the color and the art of Dagestan artists – the famous creations of Kubachi, Balhar, Untsukul artisans. There were many of those wishing to try on the hat and the Andean cloak, and, of course, to be photographed in them.

В списке шести стран-членов программы Восточного партнерства Евросоюза в плане преобразований Армения занимает 4-oe место, опережая Беларусь и Азербайджан. Это зафиксировали европейские эксперты в своем докладе, включающем период действия программы Восточного партнерства последних месяцев прошлого года и первых месяцев нынешнего. Опережают Армению Молдова, Украина и Грузия. 

Власти Армении в последнее время любят гордиться успехами, достигнутыми в направлении сотрудничества с Евросоюзом, ходом преобразований, высокими оценками европейских структур. На самом деле, однако, этот вот индекс наилучшим образом показывает, каков результат Армении. Армения смогла стать лучше всего лишь Беларуси и Азербайджана. Это страны, которые никогда особо не строили из себя, мол, особо стремятся в Евросоюз. Можно даже сказать, что эти страны включены в программу Восточного партнерства независимо от их желания, и если бы не были включены, то и не возмущались бы по этому поводу.

German Chancellor Fellowship for Prospective Leaders

The Alexander von Humboldt Foundation’s German Chancellor Fellowship Programme is for university graduates from the United States, the Russian Federation and the People’s Republic of China with an interest in international issues and demonstrated leadership potential. The programme is targeted at accomplished young professionals who are likely to become decision-makers, thought leaders, and influential voices in their respective fields. Fellows will be recruited from a broad range of areas such as politics and public policy, law, media, business, the non-governmental sector, and the arts. НПО в России: подготовлен законопроект о надзоре за неправительственными организациями

В течение нескольких месяцев в Госдуме России по инициативе партии власти «Единая Россия» (ЕР) разработано два законопроекта, которые можно считать своего рода ориентиром курса Кремля. Первый – вступивший в силу так называемый антимитинговый закон, которым многократно увеличены денежные штрафы за зафиксированные во время демонстраций и аналогичных мероприятий нарушения. Второй – только что подготовленный законопроект о надзоре за неправительственными организациями. Он предусматривает регистрацию получающих иностранное или международное финансирование и участвующих в политике НПО как «иностранных агентов». 

Специфический юридический термин заимствован из практики американских законодателей, конкретно, из некого закона, который США приняли в 1935 году. (Тогда было важно не допустить распространения влияния гитлеровской Германии). Однако многим такой подход больше напоминает что-то из Советского Союза 30-х годов. В любом случае законопроект может распространяться примерно на тысячу организаций. Не только на те, которые занимаются, – вернее, пытаются это делать, – надзором за выборными кампаниями или борьбой с коррупцией, но и, к примеру, организации по охране окружающей среды. По оценке самих авторов законопроекта, 70% различных обществ «зеленых» вовлечены в политику, а, значит, подлежат более строгому контролю. Полностью неполитических сфер почти нет… Термин «иностранные агенты», как поясняют представители российской власти, не означает, что эти организации будут обвинены в шпионаже, или что права каких-то общественных организаций будут ограничены, но в них более регулярно будут проводиться проверки, и им раз в полгода нужно будет представлять подробные отчеты.

Publication: The conceptual architecture of Turkish foreign policy: An update in light of regional turbulence

This document examines the way in which Turkish foreign policy has adapted to a turbulent regional context. The author carries out this examination by reviewing some of the concepts that are commonly used in political discourse and academic analysis on this country’s foreign policy. The lexicon of Turkey’s current foreign policy reflects the systemic changes made since the end of the Cold War, as well as the doctrinal contributions of Ahmet Davutoğlu, the current foreign affairs minister. This evolution took place at a time in which Turkey has made great efforts to improve its relations with its neighbours and to diversify its priorities in terms of international alliances. The speed and virulence with which the regional context is evolving – especially since the Arab spring and the conflict in Syria – has forced Turkey’s diplomacy to revise not only its priorities but also its conceptual architecture.

«Число некоммерческих организаций в Дагестане остается неизменным на протяжении нескольких лет», - заявил глава республики Магомедсалам Магомедов на заседании Общественной палаты. Такое постоянство вызывает вопросы. Почему количество НКО не увеличивается, почему нет людей, которые хотят создавать общественные организации, заниматься общественно полезной деятельностью? Ведь считается, что именно общественники в большей степени занимаются правовой, социальной защитой, благотворительностью - государство не может решать все социальные проблемы в "ручном режиме".

Brief Description
A total of about 11,000 Erasmus Mundus scholarships are awarded. Graduates taking part in one of the selected Erasmus Mundus Master’s degree course programmes or academics teaching in one of the programmes can apply. Erasmus Mundus is intended both for nationals of non-EU countries doing a European Master’s course and for EU citizens, who will spend up to 3 months studying at a partner university in a third country.

EuroMed: The Arab Institute for Youth Policy Making

Today we would like you to introduce our friendly organization from EuroMed region and tell some words about their activities and work agenda. 

In the light of the recent Arab uprisings which spanned throughout the Arab World, toppling Presidents and overthrowing regimes, it became critical for each and every country to adopt a new approach towards policy making and legislation. Leading a nation is not the sacred privilege of a certain government or party, but as it proved to be during the last years’ revolutions, is a consensual and cooperative effort which includes the vast array of the political and the social spectrum of the nation. Part of the groups, which in the past neglected, has strongly affirmed its say through a massive campaign and an active involvement in the recent uprisings: Youth!

Youth have been side lined in favor of a closed and elitist branch of the Arab society, thus having no say in how the country operates or what the government priorities should be in the different social, economic and political domains.

Abstract:

This article looks at the first decade of the European Union’s (EU) neighborhood policy vis-à-vis its Eastern neighbors. In this period, the EU undoubtedly developed and intensified its relations with most of its eastern neighbors, but has hardly managed to ‘change’ them or significantly alter the course of their development. The article looks into the successes and failures of the EU. It argues that in the last decade the degree of interdependence in trade, security and political domain between the EU and its neighbors increased dramatically. This made the EU become more involved than ever in the political developments in its neighborhood. However the EU has not succeeded in turning its growing political and economic presence into power, i.e., the ability to achieve what it wants. The reasons for this include the political centralization among most of EU’s eastern partners; the fact that these states did not commit to pro-EU policies, choosing instead ‘multi-vector’ foreign policies; and the fact that the European Neighbourhood Policy (ENP) was a third-tier priority for the EU.

The Bavarian Ministry for Science, Research and Art will sponsor scholarships for the academic year 2013/14. Graduates from Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia and Ukraine are eligible to apply. The scholarships are meant to finance doctoral or postgraduate studies at Bavarian universities. One year scholarships can be extended twice for up to 3 years. The scholarship is paid out monthly (700 €) and amounts to 8400 € per year. Students with children or an unemployed partner and at least one child receive 860 € per month, which amounts to 10320 € per year. Candidates should send their documents to the address specified in the application forms.

Stavros Lambrinidis appointed first EU Special Representative for Human Rights

On a proposal by Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy/Vice President of the European Commission, the Council today appointed Stavros Lambrinidis as EU Special Representative (EUSR) for Human Rights. Mr Lambrinidis will take office on 1 September, with an initial mandate running until 30 June, 2014. His role will be to enhance the effectiveness and visibility of EU human rights policy. He will have a broad, flexible mandate, giving him the ability to adapt to circumstances, and will work closely with the European External Action Service, which will provide him with full support.
EU High Representative Catherine Ashton said: "I am delighted to appoint Stavros Lambrinidis as the first EU Special Representative for Human Rights. Human rights are one of my top priorities and a silver thread that runs through everything that we do in external relations. This is therefore a key portfolio for the European Union and for me personally. With his talent and huge experience, Mr Lambrinidis will be a tremendous asset to us. I look forward to working with him in putting the protection and promotion of human rights and democracy at the heart of EU external action, and enhancing the coherence, effectiveness and visibility of our work in this field."

U.S. Financial Support for Democratic Transition in the Middle East

Currently, a key question for U.S. policymakers is how to engage with and/or support new governments in Egypt, Libya and Tunisia. For those of you interested in the topic of U.S. foreign assistance to the Middle East, I strongly recommend a new Project on Middle East Democracy (POMED) paper, The Federal Budget and Appropriations for Fiscal Year 2013: Democracy, Governance, and Human Rights in the Middle East and North Africa. The paper, written by Stephen McInerney, the executive director of POMED, goes deep into the details of and issues surrounding the Obama administration’s FY 2013 budget request for foreign aid to MENA countries. Some key points from the report include the following:
  • Country by country, Tunisia, Libya, and Yemen are the biggest recipients of increases in U.S. aid. Levels of aid to other countries remain about the same. The administration’s proposed $770 million Middle East and North Africa Incentive Fund, which, among other things, will “encourage political and economic reforms by rewarding governments that propose specific reform initiatives”—is a centerpiece of the FY 2013 budget. Although this FY 2013 budget is a 11.6 percent funding increase from the FY 2012 budget, the increase is only 3 percent in the absence of the Incentive Fund.

Our White Sea IV: Youth participation in and throughout NGOs in the EuroMediterranean context

The title of the meeting originated from the name attributed to the Mediterranean Sea by the Islamic World; Our Middle Sea and the by Romans; Mare Nostrum. The title itself reflects a blend of culture, ideas and traditions, which depicts the ideal scenario of the overall purpose of "Our White Sea IV".
The meeting is an unique opportunity to meet with colleagues in youth field from programme and Meda countries, to discover and discuss the challenges of youth participation in and throughght NGOs within EuroMed context.
Networking between organizations should be encouraged in order to proffer young people with opportunities to actively participate; thus stimulating initiative, innovation and entrepreneurship. Therefore, the event shall generate an environment to facilitate NGOs networking that supporting NGO capacity building in region.

Description

Youth NGOs are invited to apply to a special call for pilot projects to be funded by the  European Youth Foundation.
The call aims at supporting projects in the framework of the Council of Europe’s flagship project on Young People Combating Hate Speech On-line, which will be run by the youth sector between 2012 and 2014. The project aims to combat racism and discrimination in their on-line expression of hate speech by equipping young people and
youth organisations with the competences necessary to recognize and act against such human rights violations. In this framework, a European-wide campaign against hate speech on-line will be running in 2013 aiming to motivate, engage and mobilise young people and youth organisations to take action against hate speech online.
In this framework, two types of projects can be supported by the European Youth Foundation:

I. Projects aimed at the creation of Partnerships for national “campaigns”
II. Capacity-building workshops for multipliers and activists

Алексей Громыко: Еврозона сохранится в своем нынешнем виде

- Алексей Анатольевич, сегодня в средствах массовой информации много говорится о греческом кризисе и об угрозе распространения финансовых проблем на Испанию, Италию и ряд других стран. Как экономический кризис повлияет на отношения Евросоюза и России, какие возможности появляются в наших отношениях?

- Действительно, проблема Греции уже давно перестала быть проблемой только этой страны - экономический кризис продемонстрировал слабые стороны европейской интеграции в целом. Многие не воспринимали сложившуюся в Греции ситуацию всерьез: доля Афин в ВВП Евросоюза составляет всего 2-2,5%, и даже гипотетический выход Греции из Еврозоны не должен был бы привести к катастрофическим последствиям. Однако если рассмотреть кризис как некое звено в цепи, то проблемы приобретают гораздо больший масштаб, чем может показаться на первый взгляд.
Кроме того, прежде чем проблемы так называемого суверенного долга во всей полноте проявились в Греции, они назревали в течение двух лет, и Греция, как мы знаем, была не первой страной, которой потребовалась помощь от различных финансовых структур – как уже существовавших, так и специально созданных в Евросоюзе в последние годы для спасения стран-членов от банкротства. Средства помощи выделялись и Ирландии, и Португалии, и другим странам, например, Венгрии, Латвии. Сейчас финансовый кризис распространяется на более крупные государства Евросоюза, в отношении которых уже никто не сможет сказать, что они несущественны для фундаментальных принципов работы ЕС. Это и Испания, и Италия, про Испанию в последнее время мы говорим особенно много, но есть такая магическая цифра 7%.

Тезисы по внешней политике России (2012-2018 гг.)

Цель предлагаемых Тезисов - дать обзор нынешнего международного положения Российской Федерации, суммировать угрозы и вызовы, с которыми сталкивается страна, сформулировать приоритеты внешней политики России на предстоящие шесть лет (2012-2018 гг.). И на этой основе предложить некоторые практические шаги для решения внешнеполитических задач на ключевых направлениях.
Тезисы призваны содействовать началу плодотворной экспертной дискуссии о путях развития внешней политкии на ближайшую и более отдаленную перспективу. Такая дискуссия актуальна, поскольку Россия вступает в новый политический цикл, во время которого ей придется осуществлять социально-экономическую и политическую модернизацию на фоне стремительно меняющейся внешней среды.

Course Description:

This course is designed for young people aged 18-30 who are actively involved in making a difference in their communities.The course aims to help its participants learn about theUN’s 8 Millennium Development Goals (MDGs), their specific targets, and their importance as a framework for global development. The course will then focus onhow young people can work towards contributing to the MDGs, what can be done locally, and the potential for young people to make a difference. The course will be led by young professionals from UNDP and UNFPA and will also draw onlocal experts from UNDP and other UN organizations and will combine theoreticaland practical knowledge. The course will be restricted to 25 participants chosen by application – preference is given to participants who are active in their communities and who intend to use the course material tohelp them make a difference in their communities. Participants must be able toattend all sessions of the course and complete homework tasks in order to obtain a certificate of completion. Participants must alsohave regular internet access (at least 5 hours per week) to join course sessions. Students who may also be disadvantaged are also encouraged to apply.

Workshop theme and questions

Identity, Religion and Ethnicity are three terms interrelated and become all important issues in the European Union and its neighbourhood. The socio-economic transformations of societies resulting from immigration and emigration of people, mindsets, symbols are forcing the change on identity and citizenship relations. Today, a high degree of human mobility, telecommunications have contributed to the new understanding of citizenship as a mode of identity in relation to national identity, ethnicity, religion and social movements. Belonging to an ethnic-religious group and consequent features are increasingly either blurred or strengthened in the new national and international contexts. The motivations and modes of belonging and identifying are much more diverse. It is therefore useful to explore relatively new patterns of the interactions between religion, identity and ethnicity issues. As noted “ethnicity, and nationality” are not only concepts in the world but they are ways of perception of that world. They are ways of understanding and identifying oneself, making sense of one’s problems and predicaments, identifying one’s interests, and orienting one’s actions. They are also ways of recognizing, identifying, and classifying other people, of construing sameness and difference, and of “coding” and making sense of their actions” (Brubaker, Loveman, and Stamatov 2004). The workshop proposes to analyse the relation between these three notions interconnected in different political, cultural and economic cases to understand also some challenges and pitfalls in a pluralalistic societies.

Call for applications: Sustainable Cultural Diversity: 2012 Intercultural Innovation Award

NEW YORK/MUNICH —The BMW Group and the UN Alliance of Civilizations (UNAOC) are inviting organizations to apply for the Intercultural Innovation Award. Grassroots initiatives that are promoting intercultural understanding and cooperation in new and sustainable ways shall be recognized.

The Intercultural Innovation Award is a partnership between the BMW Group and the UN Alliance of Civilizations (UNAOC), a special project of the UN Secretary-General. 

Both BMW Group and the UNAOC favor projects that are sustainable, make a long lasting impact and have the potential to benefit the widest possible audience. An international jury of scholars and experts from different regions of the world will assess this year’s applications to ensure that winning projects are innovative and impactful. Five top winners will be announced at an awards ceremony that will take place at the 5th Forum of the UNAOC in Vienna, Austria in February 2013.

In addition to a monetary prize winners will benefit from support and consulting services from the UNAOC and the BMW Group over the course of a year. The help provided is individualized to the specific needs of winners, and includes outreach and communications support, fundraising, or networking with funders and sponsors.

Euro-Mediterranean policies in the light of the Arab Spring: full content of latest Euromed Survey available online

The third edition of the yearly Euromed Survey, produced by the European Institute of the Mediterranean (IEMed) in the framework of the EU-funded programme “Promoting mutual awareness, understanding and cooperation between the EU and the European Neighbourhood region (South)”, is now available online. 

The publication includes a descriptive report of the results on a thematic basis, which covers the following issues: 
  • National politics and Euro Mediterranean relations after the “Arab Spring”; 
  • EU response to changes in its neighbourhood; 
  • Euromed policies in regards to political and security cooperation. 
  • It also offers a prospective outlook and policy recommendations and is complemented with qualitative reports drawn from the results and trends observed in the results of the Survey.

There are 12 qualitative reports, including 'The Arab Spring and the External Actor’s Role within the Euro-Mediterranean Region' by Helle Malmvig and Fabrizio Tassinari; 'Euromed Political and Security Cooperation: A Normative Perspective', by Annette Jünemann; or 'The Arab Spring, the EU and the Tension of Opposites' by Hanaa Ebeid.

A synthesis of the results was presented on 6 June in the European Parliament, at an event presided by the European Commissioner for Enlargement and European Neighbourhood Policy, Štefan Füle.

The Euromed Survey, which collected responses from December 2011 to January 2012 from nearly 700 experts and politicians from both sides of the Mediterranean, highlights the progress and shortcomings of the EU's Mediterranean policy and the Union for the Mediterranean, the implications of the Arab Spring on the region and likely future scenarios. "Capturing the Mountain" – A Turkish–Armenian Dialogue Project Phase I – June 2012


Turkish Policy Quarterly (www.turkishpolicy.com) and Imagine Center for Conflict Transformation (www.imaginedialogue.com) brought together a group of Armenians and Turks on 8 -14 June 2012 in Gudauri, a mountain resort in Georgia, with support from the Black Sea Trust for Regional Cooperation - A program of the German Marshall Fund of the United States.
After a call for applications process, 12 participants (six Turkish citizens of diverse backgrounds and six Armenians, including diaspora from a range of countries) were selected, in consideration of gender balance, age, and personal experiences relevant to various angles of Turkish-Armenian relations.
During the seven days spent in Gudauri, under the guidance of three professional facilitators (Armenian, Turkish and American), the participants engaged in intensive dialogue sessions in which they discussed the history and the present day relations between Turks and Armenians, developing a more multi-layered understanding of the formation of collective memory, the assumptions shaping bilateral communication, and the current challenges faced in the two nations' dialogue. Before and after each session, the group also engaged in indoor and outdoor team building activities aiming to facilitate the dialogue and foster mutual understanding – including a hike to the top of a mountain in Gudauri The group "captured" scenes and perspectives throughout the dialogue program on film. Tentative plans were made for a joint hike to the summit of the symbolically significant Mount Ararat/Agri Dagi in the summer of 2013.

Series of youth policy reviews: Call for international advisors and lead researchers

The Open Society Youth Initiative (OSYI) started a pilot program to research and analyze public policies affecting youth in 2010. The first round of policy reviews has come to a close. The second round of reviews will kick off in June 2012 with the recruitment of the international advisors, lead researchers and country research teams. It is for this second round that we seek consultants to support the policy reviews as international avisors and youth researchers to support the policy reviews as lead researchers of national research teams. The deadline for applications is July 31, 2012.

Many countries have stated their youth policies, but are they executing them? Do these policies allow young people to achieve their rights? How do specific youth policies interact with broader policies that pertain to young people, and what are the results? How can young people get their fair share of policy attention and resources?
In light of these questions, the Open Society Youth Initiative (OSYI), which promotes youth advocacy and participation in all aspects of their communities, started a pilot program to research and analyze public policies affecting youth in 2010. The project’s main aim was to contribute to the elaboration of evidence on which young people and supporting institutions, such as the Open Society Foundations (OSF), can advocate not only for the adoption of sound national and international youth policies, but for their implementation. It further aimed at providing youth civil society and supporting organizations with what they need for holding governments and international institutions accountable to the promises they make to young people.

Предлагаемый образовательный проект нацелен на то, чтобы обучить российских юристов использовать нормы Европейской Конвенции по правам человека и практику Европейского Суда как при обращении в Европейский Суд по правам человека, так и в своей ежедневной деятельности по защите прав человека и судах РФ. Использование норм Европейской Конвенции и практики Европейского Суда во внутреннем судебном разбирательстве повышает качество защиты прав человека, а также создает условия для более успешного обращения в Европейский Суд по правам человека, в случае необходимости такого обращения.

Лукаш Граевский: Давайте подумаем, пока у нас еще есть время

Стало модным критиковать программу «Восточного партнерства», понимаемую в качестве общей политики, проводимой Европейским союзом по отношению к шести государствам Восточной Европы. Еще год назад, во время проводимых интервью, недовольство из политиков и деятелей, с которыми беседовал, выходило после выключения диктофона. Теперь на вопрос «Что с Партнерством?», ответом остается только жест разведенных от бессилия рук.

Предполагаемая a priori  неудача программы «Восточного партнерства» имеет свои объективные причины. Кризис внутри ЕС это не коллективные галлюцинации, а реальная угроза распада зоны евро, занимающая большую часть времени и энергии политиков из государств ЕС. Дело также в том, что страны-партнеры с точки зрения внутреннего состояния демократии и того, что англичане уже в начале XVII века назвали термином «rule of law», остановились в своем развитии. В мае 2009 года, когда в Праге состоялась инаугурация программы, в Украине, еще руководимой Виктором Януковичем, хотя и погрязшей в политическом тупике и экономической пропасти, не было политических заключенных и скандалов, связанных со снижением демократических стандартов. В то же время в Беларуси продолжалась либерализация и усиление контактов с Европейским союзом, чего добился тогдашний глава дипломатии ЕС Хавьер Солана в результате переговоров с Александром Лукашенко. Грузия, когда появлялось «Восточное партнерство», была все еще отуманена проигранной войной в Южной Осетии. Это, по крайней мере на официальном уровне, приводило к коллективной солидарности государств ЕС с Грузией и было одним из поводов запуска «Восточного партнерства».

Господин Шульц, в последнее время Вы часто выступали за укрепление гражданского общества в России. Что Вы думаете о законопроекте, который обязывает все НКО, получающие финансовую поддержку из-за границы, записаться в „иностранные агенты“?

Я просто в ужасе от того, насколько радикально ограничиваются гражданские свободы и права в сегодняшней России. Какое-то время казалось, что Путин сделает шаг навстречу митингующим и поддержит диалог с ними. Лично у меня всегда были сомнения на этот счет. Но сейчас ситуация развивается по гораздо худшему сценарию, чем я мог себе представить. Те маленькие достижения протестного движения, завоеванные начиная с конца прошлого года, сведены на нет в результате новых ограничений. И ужасней всего, что эти законы принимаются Думой, которая сама по себе нелегитимна. Мы все знаем, что абсолютное большинство «Единой России» было достигнуто нечестным путем. Несмотря на это законы такого рода поспешно принимаются и без всякого угрызения совести. Свобода собрания ограничена, НКО дискредитированы. Что последует за этим?

Cooperation on migration: €5 million EU-funded project sets out objectives at opening conference

The EU-funded Euromed Migration III project has held its regional opening conference, setting out a series of activities that the project aims to pursue. The project seeks to foster cooperation on migration issues between Southern Mediterranean country partners and EU member states, as well as between Southern Mediterranean countries themselves, and to help partner countries find solutions to the various forms of migration.

At the conference, the Team Leader, Mr. Kacim Kellal, presented a work plan for Euromed Migration III. He explained that the project will put in place a number of activities and tools, including short-term technical assistance, the development of migration profiles and labour migration studies. The project will also focus on a tailor-made training programme on irregular migration, legal migration and migration and development, for which there will be a series of peer-to-peer high-level meetings.

«Бамбук» – это первое российское гиперлокальное медиа. Концепт гиперлокального медиа заключается в освещении событий конкретного (зачастую небольшого) географического ареала. «Бамбук» пишет новости района, связанные с проблемами жителей, градостроительной политикой, тендерами, местной властью, благоустройством, развлечениями, спортом и о многом другом. Сейчас работаем над созданием автоматизированной системы продажи рекламы для мелких рекламодателей, сервисом «Объявления» (доска объявлений для пользователей) и другими историями, которые бы сделали сайт не только интересным, но и полезным для жителей районов.

Blogs and Bullets II: New Media and Conflict after the Arab Spring

Summary

  • An extraordinary wave of popular protest swept the Arab world in 2011. Massive popular mobilization brought down long-ruling leaders in Tunisia and Egypt, helped spark bloody struggles in Bahrain, Libya, Syria, and Yemen, and fundamentally reshaped the nature of politics in the region.
  • New media—at least that which uses bit.ly linkages—did not appear to play a significant role in either in-country collective action or regional diffusion during this period.
  • This lack of impact does not mean that social media—or digital media generally—were unimportant. Nor does it preclude the possibility that other new media technologies were significant in these contexts, or even that different Twitter or link data would show dif­ferent results. But it does mean that at least in terms of media that use bit.ly links (especially Twitter), data do not provide strong support for claims of significant new media impact on Arab Spring political protests.
  • New media outlets that use bit.ly are more likely to spread information outside the region than inside it, acting like a megaphone more than a rallying cry. This dissemination could be significant if it led to a boomerang effect that brought international pressure to bear on autocratic regimes, or helped reduce a regime’s tendency to crack down violently on protests.

RFP: UC Berkeley Scholars Workshop - October 28 – November 10, 2012


The Institute of Slavic, East European, and Eurasian Studies (ISEEES) at the University of California, Berkeley (UCB), in collaboration with the Centre for Advanced Studies and Education (CASE) at the European Humanities University (EHU) and the Caucasus Research Resource Centers (CRRC), is soliciting proposals from scholars in the social sciences and history from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine to participate in a two-week workshop at UCB from October 28 to November 10, 2012. The workshop is funded by a generous grant from the Carnegie Corporation of New York.

A total of four scholars (“Carnegie Fellows”) will be brought to UCB for an intensive review of key literature, theoretical approaches, and methods employed in a particular field of scholarship (the “field theme”). Each Carnegie Fellow will work with a paired UCB faculty member and graduate student with knowledge of the Carnegie Fellow’s field theme to develop undergraduate and/or graduate syllabi and teaching materials, explore innovative teaching and research techniques and technologies, and prepare a field survey (with a literature review) for use by other Carnegie Fellows and scholars from the region. The language of the workshop will be English.

Dagestan exposition presented in the Museum of Rostov-on-Don

Makhachkala, July 11, 2012. Rostov Regional Museum of Fine Arts hosts an exhibition dedicated to the culture of the peoples inhabiting Don Region. The exposition of Dagestan, prepared and organized by the permanent representation of the Republic of Dagestan in Rostov region, has also been presented in Museum. 

"The exhibition will be constantly updated. First there have been exhibited the objects of everyday life and culture of the largest diasporas and expatriates' communities whose sustainable settlement in the region has centuries and even millennia – long history.

At the official opening ceremony organizers appreciated the color and the art of Dagestan artists – the famous creations of Kubachi, Balhar, Untsukul artisans. There were many of those wishing to try on the hat and the Andean cloak, and, of course, to be photographed in them.

Мнение: На самом деле Армения – последняя

В списке шести стран-членов программы Восточного партнерства Евросоюза в плане преобразований Армения занимает 4-oe место, опережая Беларусь и Азербайджан. Это зафиксировали европейские эксперты в своем докладе, включающем период действия программы Восточного партнерства последних месяцев прошлого года и первых месяцев нынешнего. Опережают Армению Молдова, Украина и Грузия. 

Власти Армении в последнее время любят гордиться успехами, достигнутыми в направлении сотрудничества с Евросоюзом, ходом преобразований, высокими оценками европейских структур. На самом деле, однако, этот вот индекс наилучшим образом показывает, каков результат Армении. Армения смогла стать лучше всего лишь Беларуси и Азербайджана. Это страны, которые никогда особо не строили из себя, мол, особо стремятся в Евросоюз. Можно даже сказать, что эти страны включены в программу Восточного партнерства независимо от их желания, и если бы не были включены, то и не возмущались бы по этому поводу.

German Chancellor Fellowship for Prospective Leaders

The Alexander von Humboldt Foundation’s German Chancellor Fellowship Programme is for university graduates from the United States, the Russian Federation and the People’s Republic of China with an interest in international issues and demonstrated leadership potential. The programme is targeted at accomplished young professionals who are likely to become decision-makers, thought leaders, and influential voices in their respective fields. Fellows will be recruited from a broad range of areas such as politics and public policy, law, media, business, the non-governmental sector, and the arts. НПО в России: подготовлен законопроект о надзоре за неправительственными организациями

В течение нескольких месяцев в Госдуме России по инициативе партии власти «Единая Россия» (ЕР) разработано два законопроекта, которые можно считать своего рода ориентиром курса Кремля. Первый – вступивший в силу так называемый антимитинговый закон, которым многократно увеличены денежные штрафы за зафиксированные во время демонстраций и аналогичных мероприятий нарушения. Второй – только что подготовленный законопроект о надзоре за неправительственными организациями. Он предусматривает регистрацию получающих иностранное или международное финансирование и участвующих в политике НПО как «иностранных агентов». 

Специфический юридический термин заимствован из практики американских законодателей, конкретно, из некого закона, который США приняли в 1935 году. (Тогда было важно не допустить распространения влияния гитлеровской Германии). Однако многим такой подход больше напоминает что-то из Советского Союза 30-х годов. В любом случае законопроект может распространяться примерно на тысячу организаций. Не только на те, которые занимаются, – вернее, пытаются это делать, – надзором за выборными кампаниями или борьбой с коррупцией, но и, к примеру, организации по охране окружающей среды. По оценке самих авторов законопроекта, 70% различных обществ «зеленых» вовлечены в политику, а, значит, подлежат более строгому контролю. Полностью неполитических сфер почти нет… Термин «иностранные агенты», как поясняют представители российской власти, не означает, что эти организации будут обвинены в шпионаже, или что права каких-то общественных организаций будут ограничены, но в них более регулярно будут проводиться проверки, и им раз в полгода нужно будет представлять подробные отчеты.
