Call for participants: Reintegration of Ex-Combatants: Advanced Training Course (senior level), Spain, 29 June to 7 July 2013

The Reintegration of Ex-Combatants: Advanced Training Course (Senior Level) is jointly organized by the Barcelona International Peace Resource Center and Transition International. 

INTRODUCTION Programmes for the Disarmament, Demobilisation and Reintegration (DDR) of former combatants have become an increasingly important component of peace processes and post conflict reconstruction plans. The success of such programmes is essential for sustainable peace and development and to prevent renewed violence, but in many cases these have failed because not enough attention was given to the reintegration phase of the process. Reintegration processes have become more and more complex in response to the changing nature of conflict in which the differentiation between combatant, armed civilian, militia, self-defense group, victim or perpetrator has become less and less clear.

OBJECTIVES This course has the specific aim of bringing together highly experienced practitioners, policy makers and donors from around the world to share experience and develop a common understanding of approaches to reintegration. The course builds upon the principles of the Integrated DDR standards as developed by the interagency working group on DDR. Best practice on economic and social reintegration are taught by a pool of experienced trainers, and further explored and challenged by the participants. It further explores new practices, theories and actual discussions such as the demanded shift towards Community Based Reintegration (CBR), the linking of reintegration to SSR and the tensions of combining Reintegration with Transitional Justice mechanisms (TJ).

'World Perspectives: Minority Voices' will bring together 26 young media makers, from across Europe, to study how the international news media portrays issues affecting minorities, migrants and refugees. Participants will learn through practice based training, to critically analyse different forms of news media and also to further develop their own skills to more effectively participate in the creation of responsible media. In particular, the study session will motivate and enable young media makers to develop strategies to ensure minorities, migrants and refugees are themselves able to influence how issues affecting them are portrayed in the news.

2013 Global Human Rights Essay Contest on “Human Rights City”


The 2013 Global Human Rights Essay Contest on “Human Right City” (Hereafter HRC Essay Contest) is a joint initiative  of the Human Rights Center of Seoul National University, the May 18 Institute of Chonnam National University, and the Korea Human Rights Foundation (KHRF) with support of the Metropolitan City of Gwangju in connection with the 3rd World Human Rights Cities Forum (WHRCF) which will be held from 16-18 May 2013 in Gwangju, South Korea.
It is co-sponsored by the following partner organizations; UNESCO Asia-Pacific Center of Education for International Understanding (APCEIU), United Cities and Local Governments (UCLG) - Committee on Social Inclusion, Participatory Democracy and Human Rights, CIVICUS: World Alliance for Citizen Participation and the Carr Center for Human Rights Policy at the John F. Kennedy School of Government at Harvard University.
Its primary goal is to promote university students and youth participation in the building of a human rights city through the articulation of their visions and experiences of a human rights city. The ideas and proposals contained in the essays are expected to be used for the promotion of a human rights city as a means to localize human rights in the context of glocalization (globalization + localization) and glurbanization (globalization + urbanization), in particular, for the implementation of the 2011 Gwangju Declaration on Human Rights City and the 2012 Gwangju Statement of the WHRCF, Global Charter-Agenda for Human Rights in the City of the UCLG, and research on local government and human rights of the UN Human Rights Council Advisory Committee (HRCAC).
Three semi-finalists will make presentations and compete for first place on 15 May 2015 prior to the WHRCF in Gwangju, South Korea.

‘Syrian Refugees. A snapshot of the crisis – in the Middle East and Europe’

We are pleased to announce the website ‘Syrian Refugees. A snapshot of the crisis – in the Middle East and Europe’, www.syrianrefugees.eu 

More than 2.5 million Syrians have fled their homes since the outbreak of civil war in March 2011, taking refuge in neighbouring countries or within Syria itself. According to the United Nations High Commissioner for Refugees (UNHCR), over 600,000 have fled to immediate neighbours: Turkey, Lebanon, Jordan and Iraq. The Migration Policy Centre (MPC) at the European University Institute together with its scientific correspondents in the Middle East conducted a series of case studies at the end of 2012. A website produced in close collaboration between a team of journalists and these local researchers, under the auspices of the MPC, paints a broad picture of the worst refugee crisis to affect the region in years. It also examines the role played by the European Union: both in providing humanitarian aid as well as accepting refugees.

Absorbing the massive influx of refugees has been an enormous challenge for Syria’s neighbours, with strong implications for the stability of the entire region. We hope this website – and the research papers linked in the country profiles – can help understand the context behind the crisis.

The new generation and the future of the broader Middle East

In the wake of the Arab uprisings some governments may have changed but the challenges remain the same. The recent rise to power of untested Islamist political parties means that they will have to tackle issues for which previous governments have failed to find solutions.

The region encompassing the Arab world is amongst the youngest in the world. This has presented both a challenge and opportunities to the governments of the region. In the wake of the Arab uprisings some governments may have changed but the challenges remain the same. The recent rise to power of untested Islamist political parties means that they will have to tackle pressing problems for which previous governments have failed to find solutions. Whether these Islamist parties are able to provide solutions remains to be seen. Here is an overview of some of the more pressing problems.

Unemployment

The region’s youth suffer from high levels of unemployment reaching up to 25 percent on average. Some of the unemployment numbers are staggering. In Egypt for instance, the Central Agency for Public Mobilization and Statistics estimates that those between 15 to 29 years old constitute up to 77.5 percent of the 3.4 million unemployed. Nor are the wealthier Gulf States immune to this phenomenon, according to estimates by the World Bank that states that their 40 percent youth unemployment is amongst the highest in the world.

The UCSIA Summer School brings together a multidisciplinary and international group of 30 PhD students and postdoctoral scholars. 

It is the aim of the summer course is to give these young scholars the content, methodologies, disciplinary perspectives etc. necessary for conducting their research and to support them in the development of their future academic career. The programme offers them the opportunity to attend classes taught by established researchers, to present their own work and discuss their ideas in a relaxed and open atmosphere and within a multidisciplinary framework.

World Perspectives: Minority Voices – a conference for young media makers that will take place in Budapest, Hungary, on 22-28 April, 2013 – will bring together 26 young media makers, from across Europe, to study how the international news media portrays issues affecting minorities, migrants and refugees. Project Aim

  • Know how to recognise and quantify biases that appear in the media and in political discourse.
  • Be able to apply improved media and journalistic skills to develop responsible and balanced news media.
  • Be able to develop improved strategies to ensure the participation of minority, migrant and refugee communities within mainstream media.
  • The study session will also seek to work with participants to establish a platform for young media makers in Europe, working on issues relating to minorities. As well as develop networking opportunities between young media makers.

The Center for International and European Studies (CIES) at Kadir Has University will host the 3rd International Neighbourhood Symposium at Heybeliada, Turkey between Tuesday, 25 June and Sunday, 30 June 2013. This year’s Symposium will focus on “The Eastern Neighbourhood and the Mediterranean South – Tackling the Issues of Security, Democracy and Business.” 

The Eastern Neighbourhood and the Mediterranean South are shared neighborhoods of the European Union, its member states, the Russian Federation, and Turkey. While each is distinct with its own historical, political, social, cultural and economic characteristics; their proximity suggests synergy across many sectoral issues such as energy, transport, and the environment. While the Eastern Neighbourhood is composed of many states that aspire to closer ties including membership in the European Union and NATO; it is also home to the Russia Federation whose estrangement with the West and its institutions is growing while it claims the neighborhood for itself. The Mediterranean South finds itself in a state of ebullition for over two years since the Arab Awakening began. 

Второй выпуск конкурса на получение стипендии на реализацию научных исследований - 2013/2014


Центр польско-российского диалога и согласия приглашает всех желающих российских исследователей принять участие в конкурсе на получение стипендии на реализацию научных исследований. Срок подачи заявок на академический год 2013/2014 истекает 31 января 2013 г.

Основные положения конкурса:
  1. Стипендия на реализацию научных исследований присуждается на один или два академических семестра:
а) исследователям имеющим российское гражданство или работающим в российских научных учреждениях, имеющим научную степень и научные достижения, подтвержденные соответствующей документацией, которые ведут или хотят вести исследования в области польско-российских отношений;
б) лицам без научной степени, обучающимся в аспирантуре или имеющим существенные исследовательские достижения в области польско-российских отношений.
  1. Стипендия  присуждается раз в год. Срок подачи заявок на академический год 2013/2014 истекает 31 января 2013 г. Решающим является время поступления бумажной версии заявки в Центр. Заявки следует также отправить на адрес электронной почты stypendia@cprdip.pl. Просим в заглавии электронного письма и на конверте отметить: „wniosek o stypendium badawcze”.
  1. Решение о присуждении стипендии на реализацию научных исследований принимает Директор Центра польско-российского диалога и согласия после ознакомления с мнением комиссии экспертов. Лауреаты будут  извещены по телефону или по электронной почте.
  1. Комиссия – состoящая не менее чем из трёх лиц, в том числе из одного сотрудника Центра и двух лиц с научной степенью, которые не находятся в трудовых отношениях с Центром – оценивает научную ценность проекта, научные достижения заявителя в сфере польско-российских отношений, в том числе публикации и реализованные исследовательские проекты,  значение предложенного проекта  для диалога и взаимопонимания в польско-российских отношениях, а также соответствие запрашиваемой квоты стипендии с предполагаемыми финансовыми потребностями   исследовательского проекта.
  1. Ежемесячная квота стипендии, которую присуждает Директор, не будет меньше чем 3500 злотых и больше чем 3880 злотых для стипендии на два семестра или меньше чем 3500 злотых и больше чем 5000 злотых для стипендии на один семестр.
  1. Стипендиат будет обязан выполнить программу стипендии, то есть реализовать исследовательский план и регулярно участвовать в польской академической жизни, представить один  (или более) промежуточный отчет, а также подготовить общий отчет. о стипендии для утверждения директором Центра. Детально обязанности стипендиата будут определяться  договором, заключенным с Центром.

Уважаемые активисты и общественники ЮФО и СКФО! 

НИИ «Институт политических и медиаметрических исследований (volfcorner.org) начал приём заявок на участие в Федеральном семинаре "Школа публичной дипломатии", который ориентировочно пройдет с 21 по 27 июля 2013 года в Ростове-на-Дону. Для участия приглашаются жители ЮФО и СКФО - депутаты, главы городов и районов, бизнесмены, преподаватели, журналисты и гражданские активисты.

На семинаре выступят русские и зарубежные эксперты по проблемам гражданского общества, международных отношений, публичной политике, экономике, этно-религиозным отношениям, публичной дипломатии и региональной политике, высочайшего класса. Предполагается выступление лекторов отражающих весь спектр мнений существующих в современной России.

Региональное бюро мониторинга и институционального развития (RMCBU) Программы Восточного партнерства «Культура» объявляет конкурс заявок на участие в Воркшопе по обмену опытом в сфере культурной политики в 2013 г. Воркшоп будет посвящен вопросам разработки и оценки культурной политики и стратегий с целью стимулирования реформ культурной политики. Целевыми группами являются культурные операторы и основные заинтересованные участники Программы из числа представителей национальных и местных органов государственной власти, государственных и частных учреждений культуры, а также гражданского общества в странах Восточного партнерства. Воркшопы будут посвящены развитию лидерских качеств участников, в число которых войдут до сорока представителей органов государственной власти, творцов, менеджеров и профессионалов области культуры стран Восточного партнерства, а также будут способствовать созданию международной сети контактов между работниками культуры в рамках Программы Восточного партнерства «Культура» и в более широком контексте. Настоящий цикл 2013 г. является одним из двух запланированных на 2013-14 гг. воркшопов по обмену опытом в сфере культурной политики, каждый из которых соответственно состоит из трех 3-4-дневных модулей. Call for applications: Cultural Policy Exchange Workshops of the Eastern Partnership Culture Programme in 2013


The Regional Monitoring and Capacity Building Unit (RMCBU) of the Eastern Partnership Culture Programme calls for applications for the Cultural Policy Exchange Workshop Cycle 2013. The workshops will focus on the elaboration and the assessment of cultural strategies and policies with the purpose of motivating cultural policy reforms. The target group of these workshops is culture actors and stakeholders from national and local authorities, public and private cultural institutions and civil society of the Eastern Partnership countries. The workshops will provide cultural leadership for up to forty authority representatives, professionals, artists, and managers from the EaP countries and will facilitate the creation of an international network of culture actors in and beyond the context of the EaP Culture Programme. The current Workshop Cycle 2013 is one of two Culture Policy Exchange Workshop Cycles planned until 2014, each composed of three subsequent 3-4 days workshops. 'World Perspectives: Minority Voices' will bring together 26 young media makers, from across Europe, to study how the international news media portrays issues affecting minorities, migrants and refugees. Participants will learn through practice based training, to critically analyse different forms of news media and also to further develop their own skills to more effectively participate in the creation of responsible media. In particular, the study session will motivate and enable young media makers to develop strategies to ensure minorities, migrants and refugees are themselves able to influence how issues affecting them are portrayed in the news.

2013 Global Human Rights Essay Contest on “Human Rights City”


The 2013 Global Human Rights Essay Contest on “Human Right City” (Hereafter HRC Essay Contest) is a joint initiative  of the Human Rights Center of Seoul National University, the May 18 Institute of Chonnam National University, and the Korea Human Rights Foundation (KHRF) with support of the Metropolitan City of Gwangju in connection with the 3rd World Human Rights Cities Forum (WHRCF) which will be held from 16-18 May 2013 in Gwangju, South Korea.
It is co-sponsored by the following partner organizations; UNESCO Asia-Pacific Center of Education for International Understanding (APCEIU), United Cities and Local Governments (UCLG) - Committee on Social Inclusion, Participatory Democracy and Human Rights, CIVICUS: World Alliance for Citizen Participation and the Carr Center for Human Rights Policy at the John F. Kennedy School of Government at Harvard University.
Its primary goal is to promote university students and youth participation in the building of a human rights city through the articulation of their visions and experiences of a human rights city. The ideas and proposals contained in the essays are expected to be used for the promotion of a human rights city as a means to localize human rights in the context of glocalization (globalization + localization) and glurbanization (globalization + urbanization), in particular, for the implementation of the 2011 Gwangju Declaration on Human Rights City and the 2012 Gwangju Statement of the WHRCF, Global Charter-Agenda for Human Rights in the City of the UCLG, and research on local government and human rights of the UN Human Rights Council Advisory Committee (HRCAC).
Three semi-finalists will make presentations and compete for first place on 15 May 2015 prior to the WHRCF in Gwangju, South Korea.

‘Syrian Refugees. A snapshot of the crisis – in the Middle East and Europe’

More than 2.5 million Syrians have fled their homes since the outbreak of civil war in March 2011, taking refuge in neighbouring countries or within Syria itself. According to the United Nations High Commissioner for Refugees (UNHCR), over 600,000 have fled to immediate neighbours: Turkey, Lebanon, Jordan and Iraq. The Migration Policy Centre (MPC) at the European University Institute together with its scientific correspondents in the Middle East conducted a series of case studies at the end of 2012. A website produced in close collaboration between a team of journalists and these local researchers, under the auspices of the MPC, paints a broad picture of the worst refugee crisis to affect the region in years. It also examines the role played by the European Union: both in providing humanitarian aid as well as accepting refugees.

Absorbing the massive influx of refugees has been an enormous challenge for Syria’s neighbours, with strong implications for the stability of the entire region. We hope this website – and the research papers linked in the country profiles – can help understand the context behind the crisis.

The new generation and the future of the broader Middle East

In the wake of the Arab uprisings some governments may have changed but the challenges remain the same. The recent rise to power of untested Islamist political parties means that they will have to tackle issues for which previous governments have failed to find solutions.

The region encompassing the Arab world is amongst the youngest in the world. This has presented both a challenge and opportunities to the governments of the region. In the wake of the Arab uprisings some governments may have changed but the challenges remain the same. The recent rise to power of untested Islamist political parties means that they will have to tackle pressing problems for which previous governments have failed to find solutions. Whether these Islamist parties are able to provide solutions remains to be seen. Here is an overview of some of the more pressing problems.

Unemployment

The region’s youth suffer from high levels of unemployment reaching up to 25 percent on average. Some of the unemployment numbers are staggering. In Egypt for instance, the Central Agency for Public Mobilization and Statistics estimates that those between 15 to 29 years old constitute up to 77.5 percent of the 3.4 million unemployed. Nor are the wealthier Gulf States immune to this phenomenon, according to estimates by the World Bank that states that their 40 percent youth unemployment is amongst the highest in the world.

Call for participants: UCSIA Summer School, 2013

The UCSIA Summer School brings together a multidisciplinary and international group of 30 PhD students and postdoctoral scholars. 

It is the aim of the summer course is to give these young scholars the content, methodologies, disciplinary perspectives etc. necessary for conducting their research and to support them in the development of their future academic career. The programme offers them the opportunity to attend classes taught by established researchers, to present their own work and discuss their ideas in a relaxed and open atmosphere and within a multidisciplinary framework.

World Perspectives: Minority Voices – a conference for young media makers that will take place in Budapest, Hungary, on 22-28 April, 2013 – will bring together 26 young media makers, from across Europe, to study how the international news media portrays issues affecting minorities, migrants and refugees. Participants will learn through practice based training, to critically analyse different forms of news media and also to further develop their own skills to more effectively participate in the creation of responsible media. In particular, the study session will motivate and enable young media makers to develop strategies to ensure minorities, migrants and refugees are themselves able to influence how issues affecting them are portrayed in the news.

Project Aim

The project aims to support civil society in the participants’ countries by raising their awareness about biased information presented in mass media and developing their competences as young media makers.

After the study session, participants will:
  • Have greater awareness of issues affecting minorities, migrants and refugees in Europe.
  • Know how to recognise and quantify biases that appear in the media and in political discourse.
  • Be able to apply improved media and journalistic skills to develop responsible and balanced news media.
  • Be able to develop improved strategies to ensure the participation of minority, migrant and refugee communities within mainstream media.
  • The study session will also seek to work with participants to establish a platform for young media makers in Europe, working on issues relating to minorities. As well as develop networking opportunities between young media makers.

The Center for International and European Studies (CIES) at Kadir Has University will host the 3rd International Neighbourhood Symposium at Heybeliada, Turkey between Tuesday, 25 June and Sunday, 30 June 2013. This year’s Symposium will focus on “The Eastern Neighbourhood and the Mediterranean South – Tackling the Issues of Security, Democracy and Business.” 

The Eastern Neighbourhood and the Mediterranean South are shared neighborhoods of the European Union, its member states, the Russian Federation, and Turkey. While each is distinct with its own historical, political, social, cultural and economic characteristics; their proximity suggests synergy across many sectoral issues such as energy, transport, and the environment. While the Eastern Neighbourhood is composed of many states that aspire to closer ties including membership in the European Union and NATO; it is also home to the Russia Federation whose estrangement with the West and its institutions is growing while it claims the neighborhood for itself. The Mediterranean South finds itself in a state of ebullition for over two years since the Arab Awakening began.

Центр польско-российского диалога и согласия приглашает всех желающих российских исследователей принять участие в конкурсе на получение стипендии на реализацию научных исследований. Срок подачи заявок на академический год 2013/2014 истекает 31 января 2013 г.

Основные положения конкурса:
  1. Стипендия на реализацию научных исследований присуждается на один или два академических семестра:
а) исследователям имеющим российское гражданство или работающим в российских научных учреждениях, имеющим научную степень и научные достижения, подтвержденные соответствующей документацией, которые ведут или хотят вести исследования в области польско-российских отношений;
б) лицам без научной степени, обучающимся в аспирантуре или имеющим существенные исследовательские достижения в области польско-российских отношений.
  1. Стипендия  присуждается раз в год. Срок подачи заявок на академический год 2013/2014 истекает 31 января 2013 г. Решающим является время поступления бумажной версии заявки в Центр. Заявки следует также отправить на адрес электронной почты stypendia@cprdip.pl. Просим в заглавии электронного письма и на конверте отметить: „wniosek o stypendium badawcze”.
  1. Решение о присуждении стипендии на реализацию научных исследований принимает Директор Центра польско-российского диалога и согласия после ознакомления с мнением комиссии экспертов. Лауреаты будут  извещены по телефону или по электронной почте.
  1. Комиссия – состoящая не менее чем из трёх лиц, в том числе из одного сотрудника Центра и двух лиц с научной степенью, которые не находятся в трудовых отношениях с Центром – оценивает научную ценность проекта, научные достижения заявителя в сфере польско-российских отношений, в том числе публикации и реализованные исследовательские проекты,  значение предложенного проекта  для диалога и взаимопонимания в польско-российских отношениях, а также соответствие запрашиваемой квоты стипендии с предполагаемыми финансовыми потребностями   исследовательского проекта.
  1. Ежемесячная квота стипендии, которую присуждает Директор, не будет меньше чем 3500 злотых и больше чем 3880 злотых для стипендии на два семестра или меньше чем 3500 злотых и больше чем 5000 злотых для стипендии на один семестр.
  1. Стипендиат будет обязан выполнить программу стипендии, то есть реализовать исследовательский план и регулярно участвовать в польской академической жизни, представить один  (или более) промежуточный отчет, а также подготовить общий отчет. о стипендии для утверждения директором Центра. Детально обязанности стипендиата будут определяться  договором, заключенным с Центром.

The Central Eurasia Leadership Academy is now accepting applications to its Anniversary 2013 Regional Leadership Workshop at Koç University, Istanbul. Уважаемые активисты и общественники ЮФО и СКФО! 

НИИ «Институт политических и медиаметрических исследований (volfcorner.org) начал приём заявок на участие в Федеральном семинаре "Школа публичной дипломатии", который ориентировочно пройдет с 21 по 27 июля 2013 года в Ростове-на-Дону. Для участия приглашаются жители ЮФО и СКФО - депутаты, главы городов и районов, бизнесмены, преподаватели, журналисты и гражданские активисты.

На семинаре выступят русские и зарубежные эксперты по проблемам гражданского общества, международных отношений, публичной политике, экономике, этно-религиозным отношениям, публичной дипломатии и региональной политике, высочайшего класса. Предполагается выступление лекторов отражающих весь спектр мнений существующих в современной России.
Формат семинара предусматривает тесное общение слушателей между собой и с экспертами.

Региональное бюро мониторинга и институционального развития (RMCBU) Программы Восточного партнерства «Культура» объявляет конкурс заявок на участие в Воркшопе по обмену опытом в сфере культурной политики в 2013 г. Воркшоп будет посвящен вопросам разработки и оценки культурной политики и стратегий с целью стимулирования реформ культурной политики. Целевыми группами являются культурные операторы и основные заинтересованные участники Программы из числа представителей национальных и местных органов государственной власти, государственных и частных учреждений культуры, а также гражданского общества в странах Восточного партнерства. Воркшопы будут посвящены развитию лидерских качеств участников, в число которых войдут до сорока представителей органов государственной власти, творцов, менеджеров и профессионалов области культуры стран Восточного партнерства, а также будут способствовать созданию международной сети контактов между работниками культуры в рамках Программы Восточного партнерства «Культура» и в более широком контексте. Настоящий цикл 2013 г. является одним из двух запланированных на 2013-14 гг. воркшопов по обмену опытом в сфере культурной политики, каждый из которых соответственно состоит из трех 3-4-дневных модулей. The United Nations Alliance of Civilizations is launching the third edition of its Youth Solidarity Fund (2013). Call for applications: Cultural Policy Exchange Workshops of the Eastern Partnership Culture Programme in 2013


The Regional Monitoring and Capacity Building Unit (RMCBU) of the Eastern Partnership Culture Programme calls for applications for the Cultural Policy Exchange Workshop Cycle 2013. The workshops will focus on the elaboration and the assessment of cultural strategies and policies with the purpose of motivating cultural policy reforms. The target group of these workshops is culture actors and stakeholders from national and local authorities, public and private cultural institutions and civil society of the Eastern Partnership countries. The workshops will provide cultural leadership for up to forty authority representatives, professionals, artists, and managers from the EaP countries and will facilitate the creation of an international network of culture actors in and beyond the context of the EaP Culture Programme. The current Workshop Cycle 2013 is one of two Culture Policy Exchange Workshop Cycles planned until 2014, each composed of three subsequent 3-4 days workshops.
