Call for papers: Public Management in the Euromed Region

The organisers of the Sixth Euro Mediterranean Dialogue of Public Management (MED 6) have opened a new call for papers, looking look for research and current work on public management in the Euro-Mediterranean area, especially on the theme "Cultures for change, changes through culture."

Proposals for papers (two-page summary in English or French) should be submitted by 13 May 2013. The doctoral workshop will take place on October 9 at MED 6 conference in Marseille, France.

MED 6 is organized by the European Group for Public Administration (EGPA), Institute of Public Management and Territorial Governance (IMPGT) - Aix Marseille University and National School of Administration, Strasbourg (ENA). The European Training Foundation is a partner of the Euro Mediterranean Dialogues, and last September the ETF held a regional conference in Jordan in conjunction with the Euro Mediterranean Dialogue of Public Management.

Молодежная программа "Новые горизонты": развитие и укрепление межнационального диалога

Международная общественная некоммерческая организация MitOst реализует в регионах ЮФО и СКФО молодежную программу "Новые горизонты", направленную на развитие и укрепление межнационального диалога. Прием заявок завершается 25 марта, сообщил представитель организаторов. 

Программа реализуется в рамках проекта "Совместное гражданское образование", который в 2012 году был запущен в регионах Северо-Кавказского федерального округа, в Краснодарском крае и Адыгее. Организаторы проекта предоставляют начальное финансирование волонтерских проектов для молодежи.

Policy Recommendations and Conference Report on the First Research Conference of the Regional Stability within the Greater Black Sea Area Working Group on New Security Challenges in the Black Sea Area: Towards a Cooperative Agenda

The Center for International and European Studies (CIES) is pleased to announce that Policy Recommendations and Conference Report on the First Research Conference of the Regional Stability within the Greater Black Sea Area Working Group on New Security Challenges in the Black Sea Area: Towards a Cooperative Agenda has been published. 

This recently published volume, published by the Military Publishing House of the Ministry of National Defense of Romania, contains the policy recommendations and the conference report of the International Conference on “New Security Challenges in the Black Sea Area: Towards a Cooperative Agenda” held at Kadir Has University on 27-30 May 2012. The Conference was organized by the Regional Stability in the Greater Black Sea Area Working Group of the Partnership for Peace Consortium of Defense Academies and Security Studies Institutes, in partnership with the Center for International and European Studies (CIES) at Kadir Has University and the Harvard University Black Sea Security Program, with the support of the International Relations Council of Turkey.

The book is of particular relevance as it emphasizes the potential for a cooperative security agenda the Black Sea Region in the areas of Energy Security, Critical Infrastructure Protection, Cyber Security, and Combatting Transnational Organized Crime.

В докладе представлен комплексный анализ событий, происходящих сегодня в арабском мире.

По мнению ряда экспертов, наблюдаемые изменения могут представлять собой первый этап системной трансформации региона, которая будет продолжаться еще несколько десятков лет. С одной стороны, это предопределяет такие важные черты создавшейся ситуации, как ее неопределенность, изменчивость, волатильность. В результате и внешним, и региональным игрокам трудно предсказать развитие событий. С другой стороны, пока еще не наступила стабилизация и результаты «тектонического сдвига» неизвестны, внешние игроки имеют возможность в какой-то мере влиять на события и иногда даже прогнозировать и направлять их развитие в нужное им русло.

TANDEM – Cultural Managers Exchange Turkey – European Union aims at establishing long-term partnerships between cultural organisations from Turkey and the EU countries. Following the steps of the first TANDEM Turkey-EU round, conducted in 2011-2012, it is targeted on engaging participants in an intense international collaboration process, which includes realisation of a shared interdisciplinary project, linked to their cultural expertise.

В Чеченской Республике в начале июля откроется первый на Юге России Международный палаточный лагерь «Kezenoy-Camp». 

Инициатор и организатор проекта – Департамент внешних связей Главы и Правительства Чеченской Республики.

Международный палаточный лагерь «Kezenoy-Camp» пройдет с 1 по 5 июля 2013 года в горах Чеченской Республики, на берегу жемчужины Северного Кавказа – высокогорного озера Кезеной-Ам.

«Основная цель «Kezenoy-Camp» – объединение людей разных национальностей и вероисповеданий, укрепление культурных связей между ними и дружбы.

First universities portal launched in MENA


The first ever search portal for universities in the Middle East and North Africa has been launched, and is set for international expansion. ‘Uni and I’ offers a searchable list of regional universities along with key information on fees, facilities, scholarships, loans and registration procedures.

It also features photos and video tours. So far 675 of the 1,055 universities in the region are listed.
“In higher education there isn’t one website that covers the whole world”

“In the region we don’t have independent rankings, student ratings or access to information on what universities offer,” Amer Tahboub, managing director at Media and I, Uni and I’s parent company, told The PIE News.

“With this site, however, you can review all the universities in Gulf Cooperation Council countries in under an hour.”

He said the site would benefit high school-age students in countries from Turkey to Jordan and Morocco. It is available in Arabic and English, and will soon be in French. Universities can join for around US$270 a year.

Media and I now plans to list the more than 18,000 universities worldwide on its site by 2014. It will also add features such as a student ratings system and social networking function. It even hopes to accept direct enrolments.

“There are a lot of universities websites but all are focusing on their regions,” he said. “We are planning to be global. In higher education there isn’t one website that covers the whole world.”

Call for applications: EuroMed Youth Awards

The EU-funded Youth in Action and Euromed Youth IV programmes have launched the 2nd edition of the EuroMed Youth Awards to celebrate the achievements of Euro-Mediterranean cooperation in the field of youth. Projects funded under these two programmes are invited to apply for the Awards, which will be presented at an event to be held from 10 to 14 June 2013 in Jordan.

The aim of the event is to increase the visibility of Euromed Cooperation with key partners from the youth field, enhancing the achievements of the Euro-Mediterranean youth cooperation by sharing good practices and giving a new impetusfor future partnership and cooperation within the future generation of Youth and Euromed Youth programmes.

The event will be co-organised by the Jordanian hosting institution, Salto Youth Euromed RC, the Euromed Youth IV Regional Capacity-Building and Support Unitand the Jordanian Euromed Youth Unit, the Euromed Youth Platform, and the Turkish, Italian, Portuguese and Cypriot National Agencies for the European Youth in Action programme under the patronage of the European Commission.

EU-Russia: European foreign ministers debate strategic partnership in bid to strengthen ties

EU Foreign Ministers meeting in Brussels yesterday held a comprehensive debate on the EU's strategic partnership with Russia – ahead of a discussion at the European Council of 14/15 March – with domestic developments, foreign policy cooperation and the state of the EU-Russia relationship all on the agenda of yesterday's Foreign Affairs Council.

Ministers agreed to continue to seek constructive engagement with Russia in areas of common interest and to strengthen the overall strategic relationship, while recalling Russia's commitments to guarantee democratic rights and freedoms in line with commitments undertaken in the OSCE and the Council of Europe.

"Foreign ministers confirmed our interest to work constructively with Russia on a broad range of issues," said EU High Representative for Foreign Affairs Catherine Ashton, who will report on the outcome of the discussion to the European Council. "They include foreign policy. We already work well together on questions such as Iran, MEPP and Afghanistan but of course we want Russia to engage more when it comes to Syria and protracted conflicts in the Southern Caucasus and Moldova."

"We discussed the Eurasian Union and how this integration process fits with the EU's policy within the Eastern Partnership. Ministers recalled the important upcoming Eastern Partnership Summit in Vilnius later this year," she added.

Article: Bridging a (mis)perceptional gap: the EU's Eastern Partnership and Russian Policies in the Trans-Caucasus

The launch of the EU’s Eastern Partnership in 2009 has puzzled both Russian decision-makers and experts. To the date they cannot arrive to any specific con-clusion: whether this project is another geopolitical challenge to Russia’s domi-nation in the post-Soviet space or a potential platform for cooperation both with the EU and countries of the region? The author believes that regardless numerous misunderstandings and misperceptions there is a ‘window of opportunity’ for the EU, Russia and Trans-Caucasian countries to develop a joint cooperative strategy.

EU Neighbourhood Info Centre “Funding Handbook”

A handbook on “European Union Funding for the Neighbourhood and Russia”, compiled by the EU Neighbourhood Info Centre and available in English, French, Arabic and Russian, has been released today. The latest of the Info Centre’s series of handbooks seeks to demonstrate how some of the funding for the Neighourhood works, who is involved and where they can find out more.

The handbook is divided into: the funding instruments, how EU Delegations deliver cooperation, the Thematic Instruments, How Funds are Allocated, Grants and Contracts, Budget Support and Cross Border Cooperation. It also looks into how governments in the Neighbourhood partner countries are supported to bring about the change. The handbook also looks at institutions offering lending, like the European Investment Bank, and lists some ongoing funded projects giving the reader an idea of what’s available.

The handbook also includes a glossary of EU funding terms, with links to where one can find out more. Spread over five pages, the EU Funding Glossary can be printed out separately making it a stand-alone product.

This handbook is part of a series of publications produced by the EU Neighbourhood Info Centre. Some of the others are:A Photographer’s Handbook (2012) and A Journalist’s Handbook (2012 edition).

Also available on the Info Centre website is an online Neighbourhood Glossary, in an A to Z format (English, French, Arabic, Russian) and a separate glossary for each region, East and South, in pdf format.

Eastern Partnership and Russia glossary

The glossary of words commonly used in the EU’s relations with its Eastern Partners and Russia, put together by the EU Neighbourhood Info Centre, has now been revised, updated and enriched, is available online in pdf format. 
The Eastern Partnership and Russia glossary includes over 40 references and exists in English and Russian. It covers political, technical and other words and terms one may come across when writing about or dealing with the Eastern Partnership and the EU’s relations with Russia.

The references and definitions have hyperlinks leading back to an official EU or other source from which more information is available, including material produced by the EU Neighbourhood Info Centre, such as interviews.

The EU Neighbourhood Info Centre recently updated its general Neighbourhood Glossary, covering both South and East. It is available online in English, French, Arabic and Russian.

Other glossaries and guides are also available on the EU Neighbourhood Info Centre website, in a section regularly updated. Call for applications: DAWRAK-Citizens for Dialogue

The Anna Lindh Foundation’s (ALF) programme DAWRAK-Citizens for Dialogue has launched a call for applications for a Citizens’ Exchange Programme for Euro-med civil society exchanges, offering active young people the opportunity to get training to work on projects related to the ALF ‘4D’ themes: Dialogue, Diversity, Democracy and Development.

The Citizens’ Exchange Programme is a traineeship service aiming at promoting exchange among Arab Civil Society Organisations (CSOs), and between Euro-Med and Arab civil society organisations campaigns for a period of 1 to 3 months. The Foundation seeks to support especially young CSOs members who have a long term vision of change and are active in their communities.

The Exchange is working on two main modalities:
  • Twinning Scheme: an organisation can send a Citizen Exchange Actor (CEA) and host another CEA (exchange among Arab CSOs or between Euro-Med and Arab CSOs).
  • Sending Only: An organisation can only send a CEA to be hosted by another partner organisation.
The deadline for receiving applications is 14 April 2013 at 16:00 EGY time.

«Волонтерство и добровольчество в Европе и России», конкурс эссе

Волонтерское движение стало, по мнению многих обозревателей, одним из основных трендов 2012 года в России. Хотелось бы описать и изучить это более детально и сравнить с тем, что происходит в Европе. 

К участию приглашаются ученые, студенты, аспиранты, активисты НКО, журналисты. На конкурс принимаются работы, посвященные различным аспектам и проблемам волонтерства и добровольчества в Европе и России. Приветствуется сравнительный подход.

В задачи конкурса входит популяризация социально-научного знания о Европе и повышение социально значимого потенциала научной работы. В связи с этим лучшими будут признаны тексты, востребованные при практическом решении общественных проблем и написанные общепонятным языком.

Бюджет конкурса 1000 евро, предварительно авторам пяти лучших работ предусмотрена премия в размере 200 евро. Регламент конкурса может быть скорректирован по результатам полученных работ.

"Foreign ministers confirmed our interest to work constructively with Russia on a broad range of issues," said EU High Representative for Foreign Affairs Catherine Ashton, who will report on the outcome of the discussion to the European Council. "They include foreign policy. We already work well together on questions such as Iran, MEPP and Afghanistan but of course we want Russia to engage more when it comes to Syria and protracted conflicts in the Southern Caucasus and Moldova."

"We discussed the Eurasian Union and how this integration process fits with the EU's policy within the Eastern Partnership. Ministers recalled the important upcoming Eastern Partnership Summit in Vilnius later this year," she added.

Article: Bridging a (mis)perceptional gap: the EU's Eastern Partnership and Russian Policies in the Trans-Caucasus

The launch of the EU’s Eastern Partnership in 2009 has puzzled both Russian decision-makers and experts. To the date they cannot arrive to any specific con-clusion: whether this project is another geopolitical challenge to Russia’s domi-nation in the post-Soviet space or a potential platform for cooperation both with the EU and countries of the region? The author believes that regardless numerous misunderstandings and misperceptions there is a ‘window of opportunity’ for the EU, Russia and Trans-Caucasian countries to develop a joint cooperative strategy.

EU Neighbourhood Info Centre “Funding Handbook”

A handbook on “European Union Funding for the Neighbourhood and Russia”, compiled by the EU Neighbourhood Info Centre and available in English, French, Arabic and Russian, has been released today. The latest of the Info Centre’s series of handbooks seeks to demonstrate how some of the funding for the Neighourhood works, who is involved and where they can find out more.

The handbook is divided into: the funding instruments, how EU Delegations deliver cooperation, the Thematic Instruments, How Funds are Allocated, Grants and Contracts, Budget Support and Cross Border Cooperation. It also looks into how governments in the Neighbourhood partner countries are supported to bring about the change. The handbook also looks at institutions offering lending, like the European Investment Bank, and lists some ongoing funded projects giving the reader an idea of what’s available.

The handbook also includes a glossary of EU funding terms, with links to where one can find out more. Spread over five pages, the EU Funding Glossary can be printed out separately making it a stand-alone product.

This handbook is part of a series of publications produced by the EU Neighbourhood Info Centre. Some of the others are:A Photographer’s Handbook (2012) and A Journalist’s Handbook (2012 edition).

Also available on the Info Centre website is an online Neighbourhood Glossary, in an A to Z format (English, French, Arabic, Russian) and a separate glossary for each region, East and South, in pdf format.

Eastern Partnership and Russia glossary

The glossary of words commonly used in the EU’s relations with its Eastern Partners and Russia, put together by the EU Neighbourhood Info Centre, has now been revised, updated and enriched, is available online in pdf format. 
The Eastern Partnership and Russia glossary includes over 40 references and exists in English and Russian. It covers political, technical and other words and terms one may come across when writing about or dealing with the Eastern Partnership and the EU’s relations with Russia.

The references and definitions have hyperlinks leading back to an official EU or other source from which more information is available, including material produced by the EU Neighbourhood Info Centre, such as interviews.

The EU Neighbourhood Info Centre recently updated its general Neighbourhood Glossary, covering both South and East. It is available online in English, French, Arabic and Russian.

Other glossaries and guides are also available on the EU Neighbourhood Info Centre website, in a section regularly updated. These are: a EuropeAid glossary for civil society and development aid; Thematic glossaries prepared by various Directorates General on issues ranging from education to business; Eurojargon that explains words used in daily EU talk ('eurospeak'); an EU glossary explaining technical and legal terms; an EC thematic index with general terms; and Acronyms of EC Directorates-General and Services

Call for applications: DAWRAK-Citizens for Dialogue

The Anna Lindh Foundation’s (ALF) programme DAWRAK-Citizens for Dialogue has launched a call for applications for a Citizens’ Exchange Programme for Euro-med civil society exchanges, offering active young people the opportunity to get training to work on projects related to the ALF ‘4D’ themes: Dialogue, Diversity, Democracy and Development.

The Citizens’ Exchange Programme is a traineeship service aiming at promoting exchange among Arab Civil Society Organisations (CSOs), and between Euro-Med and Arab civil society organisations campaigns for a period of 1 to 3 months. The Foundation seeks to support especially young CSOs members who have a long term vision of change and are active in their communities.

The Exchange is working on two main modalities:
  • Twinning Scheme: an organisation can send a Citizen Exchange Actor (CEA) and host another CEA (exchange among Arab CSOs or between Euro-Med and Arab CSOs).
  • Sending Only: An organisation can only send a CEA to be hosted by another partner organisation.
The deadline for receiving applications is 14 April 2013 at 16:00 EGY time.

«Волонтерство и добровольчество в Европе и России», конкурс эссе

Волонтерское движение стало, по мнению многих обозревателей, одним из основных трендов 2012 года в России. Хотелось бы описать и изучить это более детально и сравнить с тем, что происходит в Европе. 

К участию приглашаются ученые, студенты, аспиранты, активисты НКО, журналисты. На конкурс принимаются работы, посвященные различным аспектам и проблемам волонтерства и добровольчества в Европе и России. Приветствуется сравнительный подход.

В задачи конкурса входит популяризация социально-научного знания о Европе и повышение социально значимого потенциала научной работы. В связи с этим лучшими будут признаны тексты, востребованные при практическом решении общественных проблем и написанные общепонятным языком.

Бюджет конкурса 1000 евро, предварительно авторам пяти лучших работ предусмотрена премия в размере 200 евро. Регламент конкурса может быть скорректирован по результатам полученных работ.
